As part of a five-year project of the Enhanced Data Dissemination Initiative (EDDI) 2 Government Finance Statistics (GFS) Module on improving GFS and public-sector debt statistics in selected African countries, a mission was conducted in Harare, Zimbabwe during April 15–26, 2019. This mission was a follow up on a 2018 GFS technical assistance (TA) mission under the EDDI 2. The mission’s objective was to review progress made and assisting with outstanding statistical issues that are important for sound policymaking in Zimbabwe. Some of the key outstanding issues raised by the IMF African Department prior to the mission were, the classification of government subsidies to state owned enterprises (SOEs); the identification of extrabudgetary units (EBUs) and classification of their operations; and the correct classification of other government transactions in line with a Government Finance Statistics Manual (GFSM) 2014 framework.

As part of Cambodia’s participation in the Japan-funded Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) project for selected Asian countries (JSA3),1 this mission conducted an in-country workshop (December 2–4, 2019) and provided follow-up technical assistance (TA) on GFS and PSDS (December 5–13, 2019).2 Both activities were aimed at strengthening compilation and dissemination of fiscal data in line the GFS Manual 2014 (GFSM 2014) and the PSDS: Guide (PSDSG) to support surveillance and decision making. At the request of the authorities, the TA mission participated in the inter-agency workshop on data consistency in macroeconomic statistics conducted by the Ministry of Economy and Finance (MEF) during December 5–6, 2019.

In response to a request from the authorities and as part of the United Kingdom’s Department for International Development (DFID) Enhanced Data Dissemination Initiative (EDDI) 2 project, a government finance statistics (GFS) mission visited Maseru, Lesotho, during January 14–25, 2019. The mission was a follow up to three previous GFS technical assistance (TA) missions under the EDDI2 in March and November 2016 and in May 2018. The mission was also in response to a request from the Lesotho delegation during a meeting with the IMF’s Statistics Department (STA) at the 2018 Annual Meetings in Bali for follow up TA to further assist with improving GFS compilation.
