This conference was sponsored jointly by the Council on Wave Research and the Massachusetts Institute of Technology, with support also being given by the Northeastern Section of the American Society of Civil Engineers, the Boston Society of Civil Engineers and the Boston Section of the American Society of Mechanical Engineers. Appreciation is expressed to the New England Division of the Corps of Engineers for photographs supplied to illustrate the cover and the section titles of this publication.

The Association of Teachers of Mathematics in New England was first called together by the superintendent of schools in Boston, E. P. Seaver, in 1903. A committee consisting of professors from Harvard University, Wellesley College and the Massachusetts Institute of Technology, and five teachers in secondary schools announced a meeting to be held in the Boston Latin School on April 18, 1903. By a singular chance that date came again on a Saturday fifty years later, when the semicentennial of the Association was celebrated by a dinner, a history, and a festspiel.

This note provides an introduction to the proceedings of the 2014 Annual Meeting on Phonology, held at the Massachusetts Institute of Technology from September 19-21, 2014. It provides some statistical information about conference participation, and it acknowledges the help and support of numerous people with the conference organization and proceedings, along with the funding that made the conference possible.

ABSTRACT A research group at the Massachusetts Institute of Technology has completed the first phase of development of a computer-assisted model for analyzing complex decisions and policies regarding oil spill cleanup. The model is the product of an ongoing MIT Sea Grant project sponsored by a consortium of government and industry organizations. The model can be used, among other things, in “strategic” planning for the long-term oil spill response needs of a region, in assisting on-scene coordinators in responding to a specific spill (“tactical/operational” setting), in evaluating the environmental and economic damages of a spill versus the cost of cleanup, in simulation and training, and in the analysis of various policy and regulatory issues such as delays, use of dispersants, and liability and compensation. The model is described in detail, with a focus on its potential uses. Some illustrative applications in the New England region are presented and applications of the model for the solution of Petro-Canada's dispersant logistics problem are discussed briefly.
