In this paper, a new binary integer programming mathematical model for scheduling nurses' problems in the emergency department of Kamkar Hospital in Qom province is developed. The manual arrangement of nurses by the head nurse and its time-consuming, occasional absences during the period and protests against injustices in the arrangement of nurses' work shifts were among the emergency department's challenges before implementing the model. Most relevant studies aimed to enhance nurses' satisfaction by creating a general balance considering occupational preferences. Thus, the present study pursued justice through considering preferences based on the results from periodical evaluations of each nurse's performance with the ultimate goal of improving nurses' satisfaction. Moreover, the lack of clarity in selecting shifts, which may cause irregular attendance, was improved using the Z-number method. After the run of the model, the rate of nurses' absences decreased by 40%, the rate of complaints about the performance of the nursing unit decreased by 50%. Also, nurses' satisfaction increased by 30% after the implementation of the model.

The human resources department of an enterprise relies on the “mining” of big data when carrying out human resource management and proposes a data mining method for enterprise human resource management based on the simulated annealing algorithm. Applying the simulated annealing algorithm, using the Metropolis algorithm to generate the sequence of solutions to the combinatorial optimization problem, finding the overall optimal solution of the combinatorial optimization problem, using big data directional mining and analysis to help companies establish and find a “radar” system suitable for talents, the maximum tree method is adopted; that is, a special graph is constructed to realize the effective application of data mining technology in enterprise human resource management. The optimization of nurse scheduling in a hospital was used for case analysis. The results show that the target value of the nurse scheduling model is 43.43% lower than the actual manual scheduling target value, the salary cost is reduced by 10.8%, and the nurse’s satisfaction with the shift is increased by 35.24%. After several iterations based on the simulated annealing algorithm, the optimal value of the solution of the simulated annealing algorithm remains unchanged at the 60th generation. Then, the search process is stopped when the 100th generation is reached, and the solution at this time is the optimal optimization value found by the algorithm.

Nurse scheduling is one of the problems that often arise in hospital management systems. Head of ICU room and nurse to cooperate in making good nurse scheduling for the creation of optimal service. In this paper, we study a hospital nurse schedule design by considering the level of nurse education and the provision of holidays. Nurses with undergraduate education (S1) Nurses become leaders on every shift and are accompanied by nurses with diploma education (D3). The scheduling model in this study using the nonpreemptive goal programming method and LINGO 11.0 software. The preparation of the schedule of nurses assigned to this method can optimize the need for efficient nurses per shift based on education level. The data in the research was obtained by collecting administrative data at Aloei Saboe Gorontalo hospital. The data used are the published schedule by the head of the ICU room. In making a nurse schedule, there are limitations to consider such ashospital regulation. The results of the study obtained an optimal solution in the form of meeting all the desired obstacles. Computational results shows that nurse scheduling using the nonpreemptive goal programming method and LINGO 11.0 software better than the schedule created manually. Every shift is a maximum of one leader with an undergraduate education (S1) background and accompanied by a nurse with a diploma education (D3) background. Keywords: scheduling, goal programming, nonpreemptive goal programming.
