Climate Change in the Global South: Trends and Spatial Patterns

Nature-based solutions (NbS) —i.e. working with and enhancing nature to address societal challenges— feature with increasing prominence in responses to climate change, including in the adaptation plans of the most vulnerable nations. Although evidence for the effectiveness of NbS for adaptation is growing, there is less evidence on whether and how NbS reduce vulnerability to climate change in the Global South, despite this region being home to most of the world’s most climate-vulnerable people. To address this, we analysed the vulnerability-reduction outcomes of 85 nature-based interventions in rural areas across the Global South, and factors mediating their effectiveness, based on a systematic map of peer-reviewed studies encompassing a wide diversity of ecosystems, climate impacts, intervention types and institutions. We applied an analytical framework based on social-ecological systems and climate change vulnerability, coding studies with respect to six pathways of vulnerability reduction: social and ecological exposure, sensitivity, and adaptive capacity. We find widespread effectiveness of NbS in the dataset with 95% providing positive outcomes for climate change adaptation. Overall, nature-based interventions reduced vulnerability primarily by lowering ecosystem sensitivity to climate impacts (73% of interventions), followed by reducing social sensitivity (43%), reducing ecological exposure (37%), and/or increasing social adaptive capacity (34%), ecological adaptive capacity (18%) and reducing social exposure (12%). With an analysis of mediating factors, we show that vulnerability-reduction effectiveness was affected as much by social and political factors as by technical considerations. Indeed configurations of existing and introduced formal and informal institutions appear central to the efficacy and distributive effects of the studied interventions. We conclude that attention to the distinct pathways through which vulnerability is reduced can help maximise the benefits of NbS and that to be successful, careful consideration is required on their applicability to particular circumstances as well as their social dimensions.

<p>Continental and global dynamic hydrological models have emerged recently as tools for e.g. flood forecasting, large-scale climate impact analyses, and estimation of time-dynamic water fluxes into sea basins. One such tool is a dynamic process-based rainfall-runoff and water quality model Hydrological Predictions for Environment (HYPE). We present and compare historical simulations of runoff, soil moisture, aridity, and sediment concentrations for three nested model domains using global, continental (Europe), and national (Sweden) catchment-based HYPE applications. Future impacts on hydrological variables from changing climate were then assessed using the global and continental HYPE applications with ensembles based on 3 CMIP5 global climate models (GCMs).</p><p>Simulated historical sediment concentrations varied considerably among the nested models in spatial patterns while runoff values were more similar. Regardless of the variation, the global model was able to provide information on climate change impacts comparable to those from the continental and national models for hydrological indicators. Output variables that were calibrated, e.g. runoff, were shown to result in more reliable and consistent projected changes among the different model scales than derived variables such as the actual aridity index. The comparison was carried out for ensemble averages as well as individual GCMs to illustrate the variability and the need for robust assessments.</p><p>Global hydrological models are shown to be valuable tools for e.g. first screenings of climate change effects and detection of spatial patterns and can be useful to provide information on current and future hydrological states at various domains. The challenge is (1) in deciding when we should use the large-scale models and (2) in interpreting the results, considering the uncertainty of the model results and quality of data especially at the global scale. Comparison across nested domains demonstrates the significance of scale which needs to be considered when interpreting the impacts alongside with model performance.</p><p>Bartosova et al, 2021: Large-scale hydrological and sediment modeling in nested domains under current and changing climate. Climate change is likely to exacerbate inequality and poverty in Global South cities despite the presence of international agreements and conventions to enhance sustainable development such as the Paris Agreement and the Sustainable Development Goals (SDGs). Moreover, replicating Global North development models in the Global South might not be sufficient to address the climate change and development aspirations in the context of Asia; hence, Global North innovation capabilities might not be sufficient to address Global South climate change challenges. This paper provides an inductive analysis of the innovations and policies that could facilitate improved climate change mitigation and adaptation in the context of developing Asian cities. The paper concludes that innovative climate change policies should utilise emerging climate finance mechanisms such as South-South climate finance modalities to promote community science/citizen science and social innovation rather than building hard infrastructure as this could improve the governance and distribution of resources in cities.

New scholarship has identified trends, constraints, and opportunities for climate litigation in the Global South. While countries in the Global South tend to experience a lack of capacity within government agencies, civil society, and the judiciary, the Global South is not a homogenous group. Where climate litigation has been identified, the judiciary is often implementing government policy prescriptions in the absence of detailed climate legislation or filling enforcement gaps. But there are also a number of countries where climate litigation is not taking place or where gaps exist between ongoing litigation and traditional definitions of climate litigation. The scholarship is yet to further explore the relationship between climate legislation and litigation in the Global South, in particular in circumstances where ripe policy and legislative conditions for climate litigation exist. Taking into account different regional and national experiences, this essay explores that relationship.
