The Sousse attacks embody the main characteristics of terrorism and insurgency as pursued by ISIS. They are presented here as overarching examples of the underlying themes examined in this paper. In the first section, we give an outline of the facts that occurred in Sousse, Tunisia, highlighting features that mark the importance of the events in themselves and in the broader context of terrorism studies. In the second section, we offer a qualitative analysis of the traits of modern-day terrorism threat in the post-ISIS era—in particular, a marked preference for soft targets, all-around enemification of nonconformers, loose ties with perpetrators, massive use of communication technologies and propaganda, dissemination of paramilitary and insurgency know-how, and training. In the third and final section, we discuss the lessons that can be drawn from the events of Sousse, with a specific focus on soft target defense, as relevant for future challenges emerging from the rise and fall of ISIS as a pseudo-state entity and the dissemination of its personnel, ideology, and knowledge outside the territories it once occupied. In particular, we propose a departure from the model of soft target protection to one of defense.

Gilbert Harman has argued that it does not make sense to ascribe character traits to people. The notion of morally virtuous character becomes particularly suspect.How plausible this is depends on how broad character traits would have to be. Views of character as entirely invariant behavioural tendencies offer a soft target. This paper explores a view that is a less easy target: character traits as specific to kinds of situation, and as involving probabilities or real possibilities. Such ascriptions are not undermined by Harman's arguments, and it remains plausible that the agent's character often is indispensable in explanation of behaviour. Character is indispensable also as processes of control that impose reliability where it really matters.

Human decisions to act are based on broad targets and respond flexibly in different situations. Such, self-adaptation to dynamic constraints is difficult but important for autonomous control. Conventional control usually uses a single target that results in inflexibility in responding to dynamic environments such as changes in constraints. We propose a predictive fuzzy intelligent controller based on soft targets defined as a series of target sets that include many target elements with different satisfaction grades and are converted to target setting knowledge by fuzzy logic. This controller was applied to upswing and stabilization control of a cart-pendulum system with dynamic changing limit positions as constraints to realize situational self-adaptation and target self-regulation. Simulation and experiments demonstrated the feasibility of our soft-target-based intelligent controller.
