Historical and Geographical Viewpoints for the Analysis of Rural Community Management

There is a clear need in rural areas for improved methods of self-government. This study examines the most effective approaches to administration in rural communities. What are the most promising types of rural community management? We aim to assess trends in rural selfrehabilitation and development, including an international analysis of ecological and family homestead settlements as models of future society. These models represent an evolution of the traditional village capable of improving the population's quality of life. Family homestead settlements are the most common form of ecological settlement in Ukraine and foster family values, patriotism to the Homeland and effectively demonstrate successful self-government practices. Governance is achieved by way of the Veche, a collective authority, as well as through public organizations, public-private partnerships, regional and international cooperation.

Abstract In this research, the influence of community management of the rural Andean community of San Roque de Huarmitá on the condition of communal lands was analyzed: usufructuated lands (family management) and communal farm (collective management), through an evaluation of the institutional level (design principles) as an indicator of community self-management capacity and analysis of physical-chemical characteristics of soils. Research methods such as: ethnoknowledge and similarity analysis were also used. The results showed that the design principles were well implemented in relation to land use and that the physical-chemical properties differ significantly between the two types of communal lands, showing better fertility results in the usufruct lands. It was concluded that the Andean rural community has a robust level of self-management, that is, it has sustainable community management. Since the usufruct lands provide direct benefits to the families (good soil fertility and pasture production), while the communal farmlands, having extensive management, do not generate direct benefits. In other words, there is a prioritization for the care of the family resources before the community resources.

Average income of Pattaneteang rural community aren’t ideal. This condition is resulting land utilization of rural forest in preserved forest area to increase their income and threats the forest sustainability in both rural community. Therefore, it is necessary to note the influence from both rural community income either from inside nor outside the rural forest on community management land as one of the indicators of to preserved forest sustainability. The quantitative approach used in this research is used to analyze field and secondary data as comparative data. From the research it is know, the biggest Pattaneteang income is gain by using land outside the rural forest worth Rp. 14.060.500/Family/Year, while using land inside rural forest only worth Rp. 3.338.000/Family/Year. This income affects the community management land as an indicator of the condition of preservation of protected forest areas in both of the rural.Keyword : rural community income, rural forest, income from outside rural forest, income from inside rural forest, and sustainability of preserved forest area
