South Africa has long recognised the need to eliminate energy poverty, and significant progress has been made since 1996. With the recent global outcry about the use of sustainable and clean energy sources for human and ecological development, it has become essential for countries to upscale the use of non-grid electrification in order to effectively and sustainably eradicate energy poverty. South Africa implements different non-grid electrification programmes which focuses on ensuring universal access to clean energy by all, with one of these initiatives being the Solar Home Systems Programme. This study aims to contribute to academic discussion and knowledge about the role that solar home systems can play in bringing change on the current status of the energy poverty eradication initiatives which negatively affect the environment and the people. The study used a qualitative approach in assessing how the Solar Home Systems Programme contributes to energy poverty eradication and environmental preservation if managed in line with ecological governance principles. Semi-structured interviews were conducted with a total of 40 households in Limpopo and officials from government departments in the province as well as a service provider responsible for the roll-out and maintenance of solar home systems in Limpopo. Framed within the ecological economics theory which advocates for ecological and environmental solutions that take into consideration the future generation, the study established that the solar home systems can eradicate energy poverty and contribute to the protection of the environment if managed in line with ecological governance principles. The study further revealed that the Solar Home Systems Programme in South Africa failed due to lack of proper governance systems that provide solutions for the future as the programme was short-term focused and lacked proper ecological governance systems. In order for the solar home systems to contribute to energy poverty eradication and environmental protection, the study recommends a total overhaul of the programme which includes ensuring that the provision of SHSs is not viewed as a temporary measure that is only meant for poor rural households but a long-term and sustainable initiative.

According to the 2020 Climate Change Performance Index, Australia was ranked as the worst-performing country on climate change policy. The country has an ambivalent record of climate policy development as well as implementation, and has been criticized for its inaction. This paper considers why the country has been locked in climate policy “paralysis” through analyzing defining attributes of such a paralysis, and the tentative connections between domestic energy policies and international trade and development. We conducted a media content analysis of 222 articles and identified media narratives in three cases of energy projects in the country involving thermal coal exports, domestic renewable energy storage, and closure of a domestic coal power station. The analysis reveals that policy paralysis in Australian climate change policy can be traced back to the countervailing arguments that have been pervasive around domestic energy security, rural employment and international energy poverty. The political establishment has struggled to develop a sustainable consensus on climate change and the citizenry remains polarized. We also discuss how a “focusing event,” such as a major natural disaster can break the impasse but this is only possible if energy security at home, energy poverty abroad and employment imperatives across the board are clearly delineated, measured and prioritized.

Limited access to clean energy has long been an obstacle to livelihood improvement of populations mired in energy poverty. Cooking with traditional biomass contributes to high levels of indoor air pollution, thus imposing significant threats to public health. Due to the accessibility and affordability of clean fuels for rural residents, this study proposes that renewable solar energy be employed to supply power for induction cooking stoves (ICS) through solar home systems (SHS), and estimates both the costs and health benefits of upgrading to ICS and SHS in lower-middle-income countries (LMCs) in Southeast Asia. Disability-Adjusted Life Years and the value of a statistical life year were employed to estimate the health benefits of ICS-SHS. The results suggest that the health benefits brought by ICS-SHS alone can surpass the estimated minimum cost for an ICS-SHS in the six LMCs in Southeast Asia. This study provides a potential reference for getting other energy poverty regions involved with affordable, reliable, sustainable, and modern energy, as well as simultaneously tackling indoor air pollution caused by cooking.
