Purpose Sustainably addressing the social and economic demands from an ageing population is a major global challenge, with significant implications for policy and practice. This is resultant of the increasing demand for housing adaptations to prevent increased pressure upon acute health services. Through the lens of institutional theory, this paper aims to explore the levels of joined-up retrofit practice within a Scottish social housing provider, under a constructivist approach. Design/methodology/approach An exploratory single case study of a Scottish local authority was undertaken. Within this, nine key stakeholders were interviewed, taking a hierarchical approach, from director to repair and maintenance staff. Results were analysed by using Braun and Clarke’s six stages of thematic analysis. Findings There is a need for greater levels of integration within retrofit practice to not only improve the health and well-being of the older population but also increase efficiency and economic savings within public services. Currently, there are key issues surrounding silo-based decision-making, poor data infrastructure, power struggles and a dereliction of built environment knowledge and expertise, preventing both internal and external collaboration. However, housing, energy and health have interlinking agendas which are integral to achieving ageing in place. Therefore, there must be system-wide recognition of the potential benefits of improved cross-sector collaboration, preventing unintended consequences whilst providing socioeconomic outcomes. Originality/value This research provides a new perspective surrounding retrofit practice within the context of an ageing population. It highlights the requirement for improved cross sector collaboration and the social and economic cost of poor quality practice.

In the urban context, buildings play a key role as they are energy consumers. In well-established cities with a high percentage of aged building stock, the focus should lie on sensitive urban areas where the weakest population sectors and the worst physico-economic conditions are usually encountered. In this work, the energy refurbishment of social housing is proposed. A block of municipally owned buildings is selected as a case study to consider that public buildings play an exemplary role according to Directive 2012/27/EU. The group is formed by 12 buildings, which account for 120 dwellings.This study is grounded on two levels. First the urban level. The building is located in a prioritised urban Area of Rehabilitation, Renovation and Urban Regeneration (ARRU), according to the new local Land Plan. This area presents multidimensional vulnerability and considers urban, building, socio-demographic and socio-economic features. Second, the building presents very low energy performance. It was built in 1959 when a high demand of dwellings and the economic resources then available led to low-quality buildings that are far from meeting today’s standards.Some proposals are made, having in mind the specific features of the urban context. The energy refurbishment of the building is proposed, selecting the optimal solution, considering technical, environmental and economic criteria. The energy performance simulation shows a remarkable improvement of the energy performance, resulting in an improvement of the thermal comfort of the dwellers. Besides, a reduction in the energy consumption is reached, which would reduce the energy bills and, on the other hand, a reduction of the carbon emissions to the atmosphere, contributing to a better environment quality. Having in mind that the building is intended for social housing, energy poverty situations could be avoided, as dwellings are inhabited by low-income dwellers.

Resumen En España, donde existen más de 18 millones de hogares según el último censo del Instituto Nacional de Estadística en 2011, alrededor del 8% de la población reside en viviendas de alquiler social. Del parque de viviendas español, más de la mitad de los edificios se construyeron antes de 1980 y alrededor del 35% entre 1981 y 2006, año en que fue implantado el Código Técnico de la Edificación. Asimismo, más del 80% de los certificados energéticos de edificios existentes registrados hasta julio de 2015, obtiene una calificación E o inferior en términos de emisiones de CO2. Para mejorar estos resultados, la Unión Europea tiene como objetivo alcanzar una tasa de rehabilitación de edificios privados del 2,5% anual, mejorando la eficiencia energética y ampliando la vida útil del parque edificatorio. Sin embargo, los CEEE únicamente representan parte de la etapa de uso, dejando atrás otras, como la de producción, cuyo impacto puede representar un cuarto de las emisiones de CO2 del edificio a lo largo de su ciclo de vida. Para desarrollar una rehabilitación óptima, se propone evaluar la sostenibilidad de los proyectos de rehabilitación incluyendo las etapas de producción, construcción, uso y fin de vida y considerando el impacto medioambiental y económico, así como aspectos sociales relativos a las características de la vivienda social. Este artículo analiza los impactos medioambientales de diferentes soluciones de rehabilitación en vivienda social, tomando como caso de estudio un edificio de vivienda social en Zaragoza. El edificio antes de la rehabilitación supone casi 50 kgCO2-eq/m2año, donde el 60% corresponden al consumo eléctrico durante la fase de uso del edificio. En el estudio también se incluye la variable de confort térmico en situaciones de vulnerabilidad energética. Abstract In Spain, where there are more than 18 million households according to the last census of the National Institute of Statistics in 2011, around 8% of the population lives in social rental housing. Of the Spanish housing stock, more than half of the buildings were built before 1980 and around 35% between 1981 and 2006, the year in which the Technical Building Code was implemented. Likewise, more than 80% of the energy certificates of existing buildings registered until July 2015, obtain an E rating or lower in terms of CO2 emissions. To improve these results, the European Union aims to achieve a private buildings rehabilitation rate of 2.5% per year, improving energy efficiency and extending the useful life of the building park. However, CEEEs only represent part of the use stage, leaving behind others, such as production, whose impact can represent a quarter of the building's CO2 emissions throughout its life cycle. To develop an optimal rehabilitation, it is proposed to evaluate the sustainability of the rehabilitation projects including the stages of production, construction, use and end of life and considering the environmental and economic impact, as well as social aspects related to the characteristics of social housing. This article analyzes the environmental impacts of different rehabilitation solutions in social housing, taking as a case study a social housing building in Zaragoza. The building before the rehabilitation supposes almost 50 kgCO2-eq / m2año, where 60% correspond to the electrical consumption during the phase of use of the building. The study also includes the thermal comfort variable in situations of energy vulnerability.

The aim of this paper is to reconsider the conventional approaches in architectural design for social housing that lead to low adaptability of architecture regarding spatial needs of its inhabitants. This research explores the potential of nonlinear model in architectural design of sustainable social housing. Sustainability is commonly interpreted through categories of socio-economic availability, notwithstanding the fact that demands of contemporary living greatly exceed the scope of this definition. One of the methods to integrate sustainability into social housing design is to incorporate specific users’ needs into the design process itself. The aim is to specify the common ground for negotiation between all actors in the process. Such a platform could enable multiple options allowing flexibility and a higher level of quality, as well as the comfort of sustainable living. This design approach is developed in the case study project for Ovča social housing community in Belgrade. This project is conceived as an infrastructural system that precedes the building as a finite architecture, therefore anticipating inhabitants’ involvement in the design process. The non-linear model of architectural design is enabled trough a drawing as a tool of communication. Since it is carried out according to previously defined values, this iterative procedure establishes a specific set of outputs that can later be evaluated and modified in accordance to users’ spatial needs. Therefore, the drawing becomes a tool that allows a variety of designing processes while the most important role still belongs to the architect and the user. Such iterative design process creates preconditions that enable the inhabitants to appropriate the space of living, which legitimizes the aim to transfer the design process from conventional towards the non-linear model of architectural design.
