In the urban context, buildings play a key role as they are energy consumers. In well-established cities with a high percentage of aged building stock, the focus should lie on sensitive urban areas where the weakest population sectors and the worst physico-economic conditions are usually encountered. In this work, the energy refurbishment of social housing is proposed. A block of municipally owned buildings is selected as a case study to consider that public buildings play an exemplary role according to Directive 2012/27/EU. The group is formed by 12 buildings, which account for 120 dwellings.This study is grounded on two levels. First the urban level. The building is located in a prioritised urban Area of Rehabilitation, Renovation and Urban Regeneration (ARRU), according to the new local Land Plan. This area presents multidimensional vulnerability and considers urban, building, socio-demographic and socio-economic features. Second, the building presents very low energy performance. It was built in 1959 when a high demand of dwellings and the economic resources then available led to low-quality buildings that are far from meeting today’s standards.Some proposals are made, having in mind the specific features of the urban context. The energy refurbishment of the building is proposed, selecting the optimal solution, considering technical, environmental and economic criteria. The energy performance simulation shows a remarkable improvement of the energy performance, resulting in an improvement of the thermal comfort of the dwellers. Besides, a reduction in the energy consumption is reached, which would reduce the energy bills and, on the other hand, a reduction of the carbon emissions to the atmosphere, contributing to a better environment quality. Having in mind that the building is intended for social housing, energy poverty situations could be avoided, as dwellings are inhabited by low-income dwellers.

Since Doi Moi (Reform) policy in 1986, Vietnam has experienced rapid urbanization and economic growth. Urbanization has resulted in increasingly high housing demand in the urban areas but this has largely unmet, especially housing for low-income people. Development of social housing for low-income and under-privileged people in cities has been seen as an urgent and important task of the government to pursue stable social and economic development. Low-income people are most vulnerable to environmental impacts and in need of energy-efficient houses to reduce their cost of living. Eco-social housing is seen as a solution to protect the natural environment as well as to boost local economy, improve living conditions particularly for low income people. Through preliminary assessments of three social buildings at three distinct regions of Vietnam, this paper found that despite many challenges, eco-social housing is a solution to Vietnam's needs in providing houses with adequate living conditions to low-income people while protecting the environment and achieving sustainable eco-social development in the long run.

As with many metropolitan areas, social housing (SH) provision, which can improve living standards and social welfare, is crucial for urban socio-economic development strategies in Ho Chi Minh City (HCMC). However, there have been issues relating to promoting social housing in the Vietnamese context resulting from the property market and the design. The former is a failure to attract investors. The latter relates to lacking housing models for the mid- and low-income communities. Currently, many low-income families who have low access to the general job market in HCMC have to make a living by running their own business at home. This situation leads to low-income housing establishments in some residential areas. Thus, the planning approach in social housing needs to solve both the demand for low-cost housing and promoting self-employed activities. In this paper, mixed methods, including observation, questionnaires, interviews, data aggregation, and comparison, were conducted with supporting legal conditions and corresponding operating conditions to propose appropriate designs for the SH for self-employed people in HCMC. First, observing and analyzing urban spaces helped identify the unused urban areas that solve the investment issue. Then, after studying the development of social housing in different contexts via the questionnaire and in-depth interviews, self-employed households’ basic information and their business needs in using SH spaces were identified in some districts. Then, based on the legal framework and practical projects, optimal space designs were formed.

<p><strong>Abstract.</strong> Historic buildings are fragile systems to be managed and protected during time: in the task of heritage restoration, efficiency improvement interventions should enable a more sustainable building conservation and use. Such measures might be defined within the combination of building survey and energy performance simulation. A good knowledge of materials and physics characteristics is fundamental to weigh correctly any improvement intervention. This can be supported also by documentary research and diagnostics, to detect existing resources and conservation issues. However, how to match all collected qualitative and quantitative data with a building energy model is still an open question. Energy simulation alone gives a partial vision of heritage needs, excluding information which do not affect the thermal performance of the model; on the contrary, a whole building approach is necessary for defining restoration interventions. With the aim of suggesting a methodology to combine both fields of investigation, a case study has been chosen to our purpose: Giuseppe Terragni’s Casa del Fascio (1936). A multidisciplinary process with the combination of building survey, monitoring campaign, on-site investigation and energy modelling has been functional to the understanding of the real building needs and the definition of interventions. Furthermore, the analysis has given to the rediscover of Terragni’s microclimatic control system (not more existing), leading to the choice of reinventing - in a modern way – the existing devices (as curtains), well-balanced on building needs.</p>

Haiti was struck by a heavy earthquake in 2010 and international aid poured into the country. News reports in 2011 were not very positive about the results of post-disaster reconstruction: “The relief efforts are only putting Haiti on life-support instead of evolving into the next stage of development”. One of the non-governmental organisations (NGOs) involved in Haiti was Cordaid, implementing a ‘transitional shelter strategy’ to support the transformation of neigh-bourhoods from a state of life-support into a state of self-sustaining development. The strategy was implemented in both a rural and an urban area. The main feature of the strategy was the provision of structures that could be adapted from simple shelters to permanent houses. Since the results of the strategy were mixed and ambiguous, a comparative case study was conducted to evaluate the shelter strategy in both areas. The objective was to draw lessons about what has to be taken into account when formulating future urban shelter strategies. The case study is discussed in this article. The main finding from the case study is that producing the intended number of shelters within the financial and time budgets that were set (efficiency), was more difficult in the urban area than in the rural area. But the conditions for linking relief and development (effectiveness) are more favourable in the urban context. NGOs may achieve long-term (effective) results in the urban context when a lower efficiency can be justified. That is why NGOs need to engage in a debate about the extent to which they are able to focus on long-term shelter or housing strategies. The important element in the debate is communication with the donors who are often focused on short-term relief measures. However urban areas cannot be rebuilt with only short-term interventions. The link between relief and development has to be made by a process-orientated approach focusing on capacities of local participants.

The Italian building stock consists of buildings mainly constructed until the mid-20th century using pre-industrial construction techniques. These buildings require energy refurbishment that takes into account the preservation of their architectural heritage. In this view, this work studies an innovative integrated modelling and simulation framework consisting of the implementation of Historical Building Information Modeling (HBIM) for the energy retrofit of historical buildings with renewable geothermal HVAC system. To this aim, the field case study is part of a medieval complex in Central Italy (Perugia), as representative ancient rural offshore architecture in the European countryside. The system involves of a ground source heat pump, a water tank for thermal-energy storage connected to a low-temperature radiant system, and an air-handling unit. The building heating energy performance, typically influenced by thermal inertia in historical buildings, when coupled to the novel HVAC system, is comparatively assessed against a traditional scenario implementing a natural-gas boiler, and made inter-operative within the HBIM ad hoc platform. Results show that the innovative renewable energy system provides relevant benefits while preserving minor visual and architectural impact within the historical complex, and also in terms of both energy saving, CO2 emissions offset, and operation costs compared to the traditional existing system. The integrated HBIM approach may effectively drive the path toward regeneration and re-functioning of heritage in Europe.

Affordability of water services is a pressing water policy issue for both the developed and, in particular, for the developing world. Despite its well-known theoretical shortcomings, affordability analysis of water supply has, up to now, been widely based on the ratio of a household's water expenditure to its income, the Conventional Affordability Ratio (CAR). However, in the housing sector, alternative concepts for measuring affordability have been developed, among them being the ‘Potential Affordability Approach’ (PAA) and the ‘Residual Income Approach’ (RIA). Against this background, this paper compares these three prominent affordability measures (CAR, PAA, RIA) on the basis of an empirical case study of a peri-urban, low-income area in the second largest Mongolian city of Darkhan, using household data from a survey conducted in 2009. Thus we gain insight into both the water-related affordability situation of people in Mongolia, checking the World Bank's finding of an absence of water affordability problems in peri-urban areas in the Mongolian capital Ulaanbaatar, as well as into the comparative functionality of different affordability measures. It is shown that affordability problems do occur but have to be distinguished depending on the economic causation. We argue that none of the regarded measures give a satisfyingly contoured notion of affordability properly distinguished from the adjacent problems of poverty and access.

AbstractThis research focuses on the energy performance of office building in Wuhan. The research explored and predicted the optimal solution of design variables by Multi-Island Genetic Algorithm (MIGA) and RBF Artificial neural networks (RBF-ANNs). Research analyzed the cluster centers of design variable by K-means cluster method. In the study, the RBF-ANNs model was established by 1,000 simulation cases. The RMSE (root mean square error) of the RBF-ANNs model in different energy aspects does not exceed 15%. Comparing to the reference case (the largest energy consumption case in the optimization), the 214 elite cases in RBF-ANNs model save at least 37.5% energy. By the cluster centers of the design variables in the elite cases, the study summarized the benchmark of 14 design variables and also suggested a building energy guidance for Wuhan office building design.

The EN ISO 52016-1 standard presents a new simplified dynamic calculation procedure, whose aim is to provide an accurate energy performance assessment without excessively increasing the number of data required. The Italian National Annex to EN ISO 52016-1, currently under development, provides some improvements to the hourly calculation method; despite many works can be found in literature on the hourly model of EN ISO 52016-1, the National Annexes application has not been sufficiently analysed yet. The aim of the present work is to assess the main improvements introduced by the Italian National Annex and to compare the main results, in terms of energy need for space heating and cooling. To this purpose, an existing building representative of the Italian office building stock in Northern Italy was selected as a case study. The energy simulations were carried out considering both continuous and reduced operation of the HVAC systems. The options specified in the Italian National Annex were firstly applied one by one, and then all together. The variation of the energy need compared to the international base procedure is finally quantified. For the premises and the scope above discussed, the present work is intended to enhance the standardisation activity towards the adoption of more accurate and trustable calculation methods of the building energy performance.

Abstract The present study aims to evaluate by simulation means, the effect of different night ventilations rates on the thermal and energy performance of typical building units, located in dense urban areas in Thessaloniki, Greece, both under thermostatic control and free-floating conditions. The numerical assessment is conducted with the dynamic building energy performance simulation model EnergyPlus. A parametric analysis, involving 4 different air flow rates (i.e., 3 ACH, 5ACH, 10ACH, 15ACH) has been carried out for 8 typical building units, located in 4 different urban areas in the city of Thessaloniki, presenting different morphological characteristics. In all cases, single side ventilation has been considered rather than cross ventilation, to evaluate the less optimal, building configuration scenario. The obtained simulation results revealed the significant effect of night ventilation on improving the thermal and energy performance of all the examined building units. Still, the morphological characteristics of the case study areas in which the examined building units are located, also affected the obtained simulation results and the achieved cooling energy savings.
