U.S. cities transform public housing. Black municipal leadership (BML) may influence the scale and character of public housing removal and redevelopment. Informed by the “Black urban regime” literature, this study assesses whether presence and duration of BML, coupled with other factors, explains variation in public housing transformation for a sample of large cities. Its findings suggest that, controlling for other factors, BML is associated with moderately greater scales of public housing removal in the 1990s and 2000s, but BML is not associated with the “rate of return” by former public housing residents or new residence by public housing eligible households in Housing Opportunities for People Everywhere (HOPE VI) communities as of 2016. The findings invite further research on the intraracial dynamics and policy consequences of BML. They build, too, on public housing transformation scholarship, raising new questions about how municipal politics shape public housing and other sites of subsidized residence for low-income denizens of cities.

President Lyndon Johnson declared the Housing and Urban Development Act of 1968 to be “the most farsighted, the most comprehensive, the most massive housing program in all American history.” To replace every slum dwelling in the country within ten years, the act turned from public housing, the government-run program started in the 1930s, toward private-sector programs using both nonprofit and for-profit companies. As a result, since its passage, for-profit businesses have developed the great majority of low-income residences in the United States. The law also helped popularize the idea of “public-private partnerships,” collaborations of government agencies and non-government entities—including for-profit companies—for social and urban improvements. Remarkably, political liberals supported the idea that private enterprise carry out social-welfare programs. This article examines the reasons that Democratic officials, liberals, and housing industry leaders united to create a decentralized, ideologically pluralistic, and redundant system for low-income housing. It shows that frustrations with the public housing program, the response to widespread violence in the nation's cities, and the popularity of corporate America pushed the turn toward the private sector. The changes in housing and urban policy made in the late 1960s, the article concludes, helped further distinguish the American welfare state and encourage the rise of neoliberalism in the United States.

Abstract The focus of the following article will be New Urbanism, an urbanistic movement which originated in the United States and advocated the establishment and reinforcing of communities through planning activities. Its proponents claim that the proper design of space leads to the development of a local community. The article will discuss the main principles of the New Urbanism approach, such as its social doctrine and the concept of neighbourhood. Possible benefits of New Urbanism and critical arguments regarding it will also be analysed.

Public housing is an important part of the heritage of the 20th century that deserves preservation, but is in danger of being demolished or unrecognizably altered. The United States, which saw the construction of such government sponsored projects, largely between 1930 and 1975, is no exception. In the last four decades government efforts have continued to shift towards financial incentives for private initiatives for design, construction and property management. This housing legacy, if being preserved, still needs to be improved so it can continue to serve as affordable housing in the 21st century.
