This special issue seeks to investigate and understand the various experiences of asylum-seekers, beneficiaries of subsidiary protection and refugees in accessing labour markets across the EU and EEA countries. The first section of this introduction provides an overview of the three groups of people who are the focus of this special issue and their relationship to the labour markets in the EU Member States and EEA countries. The second section provides insights into how the essential features of their labour market integration may be understood by using Levitas’ discourse analysis. The third section explores a range of different labour market access dimensions by focusing not only on the human capital aspects of migration in general but also on the contextual factors of civic stratification; the broader societal context, including public opinion and civil society; the background and situation of earlier migrants, especially asylum-seekers and refugees with respect to national/federal laws; and the countries of origin of migrants as well as demographic trends across the EU. The fourth and final section explains and justifies the focus of this special issue and emphasises the relevance of this topic.

AbstractThis article applies the multiple streams approach to a multilevel implementation setting to analyse why Swiss member states enabled the labour market integration of asylum seekers between 2000 and 2003. It argues for integrating the social construction of target groups into the problem stream, and complementing the policy stream with inherited policy paths. A fuzzy-set qualitative comparative analysis reveals that institutionalised policy paths trump politics in explaining the enabling of labour market integration of asylum seekers. Conversely, a weak political left combined with negative problem constructions aces out policy paths in explaining restrictions of labour market integration. The results illustrate how social constructions influence problem framing. Historical institutionalism theory helps us understand how inherited policy logics feed back with actors’ problem perceptions. Because of the parallels in their multilevel systems, political contexts and problem pressures, this historical case offers salient lessons for the refugee crisis in the European Union today.

Abstract Policymakers have increasingly embraced social enterprises as a vehicle to create job opportunities for the disadvantaged. However, there is limited research on social enterprises in the context of disability in relation to labour market integration. Drawing on the perspectives of representatives of work integration social enterprises and people with disabilities employed in these enterprises (n=21), this study examines whether and how work integration social enterprises promote inclusion for people with disabilities, and also explores the role of WISEs in enabling people with disabilities to transition into open employment. Thematic analysis revealed three key emergent themes: Cocooned inclusion but not transition; Reinforced normative demarcation; and WISEs as a deflection from institutionalizing proactive disability policy measures. This article argues that, although WISEs were able to provide job opportunities for people with disabilities, their purported function in enabling disabled people to transition into open employment remains constrained by factors beyond their control including prevailing norms and the absence of proactive disability employment measures. This article cautions against the over-romanticisation of WISEs as the primary means to ensure the rights of people with disabilities to participate in the labour market. Implications on disability employment policies in relation to social enterprises are discussed.
