Quality in cross-border higher education and challenges for the internationalization of national quality assurance agencies in the Asia-Pacific region: the Taiwanese experience

Purpose After the “quantity era,” today higher education has entered into the “quality era” and as “the gate keepers of quality,” quality assurance agencies (QAAs) are playing more and more irreplaceable important roles and their social status are becoming more and more prominent. However, how to guarantee the quality of the QAAs? Who can review the QAAs? The purpose of this paper is based exploration of these questions. Design/methodology/approach Following the founding of the European Quality Assurance Register (EQAR) for Higher Education, the Asia Pacific Quality Register (APQR) became the second in the international quality assurance (QA) networks to implement QA register, in 2015 with initiative of Asia-Pacific Quality Network. Findings This paper first retrospects the history and process of APQR, and subsequently the implementation of APQR is described in detail from the two aspects of the criteria and the procedure, and at the end, the paper concludes with a summary of the three characteristics of this first formal implement of APQR: APQR is an international register open to all the QAAs; APQR emphasizes characteristics evaluation of diversity; and APQR highlights the combination of quantitative assessment and qualitative assessment. Originality/value Today on the international stage of QA, APQR has emerged as “the watchman of quality” in the Asia-Pacific region as counterpart of EQAR in Europe. How far away does such newly emerging form of guaranteeing the QAAs’ quality go forward, what is its future prospects and other concerning issues, are some of the question that need enthusiastic attention and contribution.

The purpose of this paper is to analyze the relationship between home country institutions and cross-border merger and acquisition (M&A) motives of MNEs from the Asia-Pacific region, with a focus on the role of regulatory quality and dynamics. We empirically examine how M&A motives are affected by elements related to risk of the institutional environment of the acquiring firm’s home country regulatory quality over time. The study is grounded in the general theory of springboard MNEs, and the institutional views of cross-border operations, namely the institutional escapism and institutional fostering perspectives. Using data on over 700 cross-border M&As of European firms by Asia-Pacific MNEs in 2007–2017, we analyze the rationales for these deals and their relationship to the institutional characteristics of the buyers’ home countries including regulatory quality and voice and accountability. We found that the quality of home country regulatory environment is significantly related to domestic firms’ motivation for international M&As. However, the significance and sign of the effects differ for different types of motives and over time. Our findings contribute to the literature on general versus emerging MNE-specific internationalization theories (particularly the theory of springboard MNEs) by expounding on the types and dynamics of cross-border M&A motives.

The demographic, historical, cultural, and political-economic complexity of the vast Asia Pacific Region poses a great challenge to making sense of the region’s higher education (HE) trends. Yet, several of these trends are indeed enduring and comparable. The interplay of these trends and developments continually shape the architecture of higher education in the region. A sampling of these trends focuses on one of the basic frames of higher education, namely that of increasing access, equity, and capacity. This, in turn, has led to the tension between massification on the one hand, and issues of quality assurance on the other. While national development is often the primary goal of tertiary education, regionalism has increasingly challenged these more parochial concerns. Within the region, student and faculty mobility, migration, and internationalization have emerged with greater force within the sometimes confusing context of globalization. At the upper end of the HE spectrum, the pressure of seeking to achieve excellence in research and innovation has resulted in another predicament, leading to what might be called an accelerated academy. These forces and factors, among others, are influencing the pathway of HE in the Asia Pacific region as we move into the 21st century.

APEC is becoming increasingly interested in fostering greater cooperation and exchange in higher education across the Asia Pacific region. This article describes the genesis of that interest and points to some ongoing tensions that will continue to complicate regional initiatives.
