The evolution of low-carbon economy era is putting forward new requirements for the development and operational management of tourism enterprises. A new type mode named low-carbon management gives an opportunity for tourism enterprises to change development way from extensive style to intensive one. How to measure the effect of operational management of tourism enterprises and the efficiency level, and provide a practical basis and decision-making for the development of enterprises as well as the industry is the focus of research on implementing low-carbon economy and management. Based on studying low-carbon management theory, setting up the relationship between the results analyzed by DEA method and the operational states, and taking China’s 18 listed tourism companies as empirical case studies, according to the results, to apply the emerging tools and techniques of low-carbon management, enhance the allocation level of human, material, financial and other resources, reduce excessive occupied resources and consumption, and cut down the pollution and emissions towards external environment will be the developing tide at present and in the future.
