Rough Set Theory is a mathematic tool which mainly deals with the uncertain knowledge. In this paper a new comprehensive evaluation model of low carbon economy based on rough set is formed. At last, the results of comprehensive evaluation of low carbon economy of 6 provinces based on this model are obtained which show this method is effective and feasible.

The defects of present fuzzy comprehensive evaluation model based on interval value are pointed out. To improve these defects, a new calculation method of fuzzy membership degree is provided and a fuzzy comprehensive evaluation model based on interval number distance is built. This model is applied to Lake Dongchang. And it can be indicated that the proposed model is reasonable and practical.
