The worldwide machine tool market is anticipated to reach a value of USD 68.9 billion by 2021, from USD 65.6 billion in 2020. This projection is based on the progressive production drop within the car industry, which is the largest customer of machine devices, and supply chain disruption. The machine tool industry in Taiwan faces a severe challenge and has been unobtrusively experiencing an inner reshuffling and innovative transformation. The developing strategic alliances reflect a basic endeavor by numerous firms to improve their specialized capabilities. This study applied the DEMATEL, a suitable method for gathering group knowledge to form a structural model and visualize the casual relationship between subsystems through a casual diagram, revealing that the causal relationships between measurement criteria and the proposed model can provide a viable assessment of the alliance with satisfactory criteria that fit the decision-makers requirements, especially when the assessment criteria are various and interrelated. Financial resources were the strongest factor within the strategic behavior dimension (D1), whereas the minimize manufacturing cost was the foremost basic determinant in the cost perspective (D2). The specialists also demonstrated that obtaining dominant technology was a determinative component within organizational learning (D3). This paper offers proposals for government authorities to plan a machine tools industry strategy for Taiwan and for companies to formulate business directions for long-run advancement.

Research in the field of e-learning is currently experiencing rapid development, especially due to the covid 19 pandemic. The application of e-learning in the world of education is currently the main thing and requires evaluation of its use. This study aims to determine the evaluation of models and trends in the development of e-learning (Learning Management System). Applying the Kitchenham approach, this System Literature Review (SLR) uses three main databases including Science Direct, ACM, SCOPUS. The final result obtained 38 articles published between 2016 and 2021. From this SLR, it was found that there were 7 criteria, namely Platform, Evaluation Model, Evaluation, Model, Approach, Problem, Trend and Challenge. These 7 criteria can be used for further research on e-learning. Thus this research provides knowledge about criteria that can be used further in research on E-learning and provides insight into its state-of-the-art.

The compaction density of sand-gravel materials has a strong gradation correlation, mainly affected by some material source parameters such as P5 content (material proportion with particle size greater than 5 mm), maximum particle size and curvature coefficient. When evaluating the compaction density of sand-gravel materials, the existing compaction density evaluation models have poor robustness and adaptability because they do not take into full consideration the impact of material source parameters. To overcome the shortcomings of existing compaction density models, this study comprehensively considers the impact of material source parameters and compaction parameters on compaction density. Firstly, asymmetric data were fused and a multi-source heterogeneous dataset was established for compaction density analysis. Then, the Elman neural network optimized by the adaptive simulated annealing particle swarm optimization algorithm was proposed to establish the compaction density evaluation model. Finally, a case study of the Dashimen water conservancy project in China is employed to demonstrate the effectiveness and feasibility of the proposed method. The results show that this model performs high-precision evaluation of the compaction density at any position of the entire working area which can timely correct the weak area of compaction density on the spot, and reduce the number of test pit tests.

Conversational systems are now applicable to almost every business domain. Evaluation is an important step in the creation of dialog systems so that they may be readily tested and prototyped. There is no universally agreed upon metric for evaluating all dialog systems. Human evaluation, which is not computerized, is now the most effective and complete evaluation approach. Data gathering and analysis are evaluation activities that need human intervention. In this work, we address the many types of dialog systems and the assessment methods that may be used with them. The benefits and drawbacks of each sort of evaluation approach are also explored, which could better help us understand the expectations associated with developing an automated evaluation system. The objective of this study is to investigate conversational agents, their design approaches and evaluation metrics. This approach can help us to better understand the overall process of dialog system development, and future possibilities to enhance user experience. Because human assessment is costly and time consuming, we emphasize the need of having a generally recognized and automated evaluation model for conversational systems, which may significantly minimize the amount of time required for analysis.

With the continuous development of social economy, social sport is more and more valued and favored by the people as a universal and nationwide sport, but it should be noted that social sport involves a wide range of aspects, but due to its particularity, it is also constrained by economic development. In view of these needs and limitations, three technical methods of entropy method, RSR (rank-sum ratio), and TOPSIS are introduced, to sort out the development of social sports, national physical development, social sports guidance, and the number of people to be measured in various places based on the relevant technologies of smart cities in this paper, realize the application analysis of social sports in the public service level. This paper aims to provide a scientific evaluation and evaluation method for social sports information cloud services. The results of simulation experiments show that the evaluation of social sports information cloud service quality based on smart cities is effective, and the comprehensive application of methods can be implemented perfectly, and the further promotion and popularization of social sports services can be realized.

Background: Maternity care is an integral part of primary health care (PHC) systems worldwide. This study aimed to develop a new model for evaluating the maternity health program (MHP) in Iran. Methods: In this mixed-methods study, first, the challenges of MHP were surveyed through systematic review and expert interviews. Next, to identify the existing shortcomings in MHP evaluation system, the SWOT technique, cross-sectional study and comparative analyses were used. Finally, the Delphi technique was used to reach consensus on developed evaluation standards. Results: The final developed evaluation model contains five dimensions including reproductive health/family planning, maternity health, health records, evaluation, and resources management. Overall, this model has 32 standards and 289 measures. The scores obtained for the sum of the measures in two importance and applicability criteria were 8.24 and 7.85, which these scores are estimated to be equal to 91.55 and 87.22 percent of the highest possible scores, respectively. Conclusion: Considering the comprehensiveness of the obtained model, it is hoped that it could lead to performance improvement of the PHC centers in the area of maternity health.

Abstract ReliefF algorithm was used to analyze the weight of each water quality evaluation factor, and then based on the Relevance Vector Machine (RVM), Particle Swarm Optimization (PSO) was used to optimize the kernel width factor and hyperparameters of RVM to build a water quality evaluation model, and the experimental results of RVM, PSO-RVM, ReliefF-RVM and PSO-ReliefF-RVM were compared. The results show that ReliefF algorithm, combined with threshold value, selects 5 evaluation factors with significant weight from 8 evaluation factors, which reduces the amount of data used in the model, CSI index is used to calculate the separability of each evaluation factor combination. The results show that the overall separability of the combination is best when the evaluation factor with significant weight is reserved. When different water quality evaluation factors were included, the evaluation accuracy of PSO-ReliefF-RVM model reached 95.74%, 14.23% higher than that of RVM model, which verified the effectiveness of PSO algorithm and ReliefF algorithm, and had a higher guiding significance for the study of water quality grade evaluation. It has good practical application value.

To optimize the spatial layout of modern logistics services in Zhengzhou, build a driving mechanism for the professional development of logistics services, and promote logistics services to give full play to the driving force of coordinated development of regional economy, we must base ourselves on the logistics service industry chain, strengthen industrial innovation, value innovation and integration innovation, and realize the reconstruction of the value chain of logistics service industry. Based on the three-chain integration theory, this paper constructs a fuzzy comprehensive evaluation model for the three-chain integration of logistics service industry, adopts a combination of qualitative and quantitative methods, evaluates the effect of the three-chain integration of logistics service industry in Zhengzhou, and aims at the problems existing in the process of three-chain integration, such as lack of systematic planning, weak competitiveness, and low profitability. Measures such as improving fiscal and tax incentives, clarifying strategic positioning, overall planning of industry layout, strengthening innovation, and integrating new driving forces for the development of logistics service industry will further promote the in-depth integration of logistics service industry chain, value chain, and innovation chain in Zhengzhou.

The sensing of network security situation (NSS) has become a hot issue. This paper first describes the basic principle of Markov model and then the necessary and sufficient conditions for the application of Markov game model. And finally, taking fuzzy comprehensive evaluation model as the theoretical basis, this paper analyzes the application fields of the sensing method of NSS with Markov game model from the aspects of network randomness, non-cooperative and dynamic evolution. Evaluation results show that the sensing method of NSS with Markov game model is best for financial field, followed by educational field. In addition, the model can also be used in the applicability evaluation of the sensing methods of different industries’ network security situation. Certainly, in different categories, and under the premise of different sensing methods of network security situation, the proportions of various influencing factors are different, and once the proportion is unreasonable, it will cause false calculation process and thus affect the results.

To date, there is no developed and validated way to assess urban smartness. When evaluating smart city mobility systems, different authors distinguish different indicators. After analysing the evaluation indicators of the transport system presented in the scientific articles, the most relevant and influential indicators were selected. This article develops a hierarchical evaluation model for evaluating a smart city transportation system. The indicators are divided into five groups called “factors”. Several indicators are assigned to each of the listed groups. A hybrid multi-criteria decision-making (MCDM) method was used to calculate the significance of the selected indicators and to compare urban mobility systems. The applied multi-criteria evaluation methods were simple additive weighting (SAW), complex proportional assessment (COPRAS), and technique for order preference by similiarity to ideal solution (TOPSIS). The significance of factors and indicators was determined by expert evaluation methods: the analytic hierarchy process (AHP), direct, when experts evaluate the criteria as a percentage (sum of evaluations of all criteria 100%) and ranking (prioritisation). The evaluation and comparison of mobility systems were performed in two stages: when the multi-criteria evaluation is performed according to the indicators of each factor separately and when performing a comprehensive assessment of the smart mobility system according to the integrated significance of the indicators. A leading city is identified and ranked according to the smartness level. The aim of this article is to create a hierarchical evaluation model of the smart mobility systems, to compare the smartness level of Vilnius, Montreal, and Weimar mobility systems, and to create a ranking.
