The U. S. Army Coastal Engineering Research Board (CERB), established on 7 November 1963 by Public Law No. 172, of the 88th USA Congress, has had a major impact on the field and profession of coastal engineering for over 50 years. The CERB replaced the Beach Erosion Board (BEB) (created in 1930) and provided oversight to the Coastal Engineering Research Center (CERC), now the Coastal and Hydraulics Laboratory. The greatest names in USA coastal engineering and science have served on the CERB and helped to define the course of USA coastal research and practice.

AbstractThis paper presents data and analysis from survey research conducted by the Rehabilitation Engineering Research Center on Information and Communications Technology Access for Information and Communications Technology (ICT) Access for Community Living, Health and Function (LiveWell RERC) on the perceptions and attitudes of clinical professionals in rehabilitation medicine regarding mobile health (mHealth) and mobile rehabilitation (mRehab) practices, techniques and technology in the United States. The analytical focus of this paper is on two key survey questions related to specific barriers and opportunities (most critical use-cases) for adopting mHealth/mRehab interventions. We present response data to these two questions segmented by clinical specialty – physical, occupational, speech and recreation therapy – to identify possible variation between and among these rehabilitation professions. This analysis provides a detailed map of the terrain of clinician expectations and experiences for the adoption and implementation of mHealth/mRehab interventions in the United States, and possibly other countries. Results show substantial support for mRehab interventions and technologies across all four clinical specialties. The most frequently identified barriers to effective use of mobile and internet technologies to support patients remotely focused on patients (ability to learn and use the technology, and internet access), not clinicians. The was more variability among clinical specializations regarding best use-cases. Tracking patient adherence to prescribed activities and supporting patients in the home and community were the most frequently cited best use cases across the whole sample.

Theoretical considerations of "beach "behavior are often hampered "by a lack of systematically obtained data sets which reflect the beach environment. For specific studies, lack of time and money often prevent the collection of such data sets. Thus, any opportunity for the collection of such data, on a routine basis, should be fully exploited l In 19679 the U S Army Corps of Engineers and the State of California initiated a cooperative program to collect empirical data at selected locations along the California coast. The objective was to establish a reservoir of repetitive, systematic observations, by qualified personnel, with the hope of securing a better understanding of the physical characteristics of the California shore and the littoral processes occurring there. Once a sufficient volume of data has been collected, analysis of the data will begin with the aim of determining meaningful correlations between the various recorded parameters. The number of distinct observations and sites dictated standardized observational procedures and recording methods amenable to automatic processing Observational methods and a recording form were designed to provide a base of comparison and an efficient means of processing the expected large volume of data Investigation of various methods of recording data led to the design of a suitable optical scanning form. This form, completed m the field by individual observers, can automatically be converted to punched cards for further processing Experience m collecting similar data in connection with other studies of the Coastal Engineering Research Center influenced the selection of comparatively inexpensive instruments for data collection. Approximately 50 observation sites, extending from the Oregon-California boundary to the United States-Mexican border are presently contributing data. These sites represent a wide variety of shore types, beach sediments, geographic orientations, and morphology It is anticipated that future expansion of this program will include sites other than those directly controlled by State agencies and will allow a more detailed description of the California shore Although not presently programmed, the extension of this study to other coastal areas of the United States where little or no information is presently available would be desirable, and could provide the necessary background for more comprehensive description of the overall behavior of the littoral zone.

ABSTRACTThe critical turn in IR promised a continuous archeology of the field, an empathetic understanding of those we study, and a social science unwedded to the pursuit of universally valid laws. In the United States, this movement was rooted more in a critique of peace research, than in a critique of the ‘NeoNeo’ mainstream, to which it became sort of ‘official opposition’. The promise has not been fulfilled because the research strategies of critical theorists have rarely given them direct access to the understandings of those outside the privileged core of world society. Other research programmes, including that of the Human Development Reports and of some feminists and ethnographic scholars in IR, have been more successful.

Traditionally an industry based on plentiful natural resources, the forest sector in British Columbia must be transformed to include a far higher amount of technology if its prosperity is to be sustained. Only by embodying a larger technological component in its products and processes can the forest sector offset the economic decline usually associated with the transition from old-growth to secondary, managed forests. Research will also increase the contribution the forests themselves can make to our economic and environmental well-being. Because of its position as a large producer of forest products, effective research strategies for British Columbia (and probably for Canada more broadly) will differ substantially from those pursued by major consuming nations such as the United States or Japan.
