This paper offers a reinterpretation of the Fed's time-varying implicit inflation target, based on two considerations. The first is that the need to alleviate the burden of distortionary taxation may justify the choice of a positive inflation rate. The second is based on compelling evidence that the degree of price and wage indexation falls with trend inflation. In fact, we find that a proper characterization of the joint evolution of fiscal variables and nominal rigidities has a strong impact on the Ramsey optimal policies, implying optimal inflation dynamics that are consistent with the observed evolution of U.S. trend inflation. By contrast, tax policies have been too lax, especially at the time of the controversial Bush tax cuts.

AbstractWe present a first attempt to derive the cosmological evolution of the kinetic luminosity function of AGN based on the joint evolution of the flat spectrum radio and hard X-ray selected AGN luminosity functions. An empirical correlation between jet power and radio core luminosity is found, which is consistent with the theoretical assumption that, below a certain Eddington ratio, SMBH accrete in a radiatively inefficient way, while most of the energy output is in the form of kinetic energy.We show how the redshift evolution of the kinetic power density from such a low-ṁ mode of accretion makes it a good candidate to explain the so-called “radio mode” of AGN feedback as outlined in many galaxy formation schemes.

The epigenome regulates the gene expression of all differentiated cells and indicates which specific genes must be transcribed. It is argued that the expression factors that act on specific genes of the somatic cell involved in a behavior also act on the transcription of the same genes in the most undifferentiated cells of the germ line. It is proposed how a probabilistic view of the random mutation can explain the evolution of the phenotypes and integrate all the evidence pointing to a joint evolution with the environment.
