Abstract Transient surge modeling remains to be a specialized task and therefore quite unfamiliar to many engineers and designers. The process for discerning when to conduct a model can be vague. The process for how to conduct a model can be even more unclear and quite daunting. This paper serves as an introductory guide to an engineer or reviewing project manager new to surge modeling. The content within covers a brief overview of the physics behind transients, what information is required to create a computer surge model, the content within a surge report and how to interpret it. Included within this paper are several references and detailed plots derived from actual projects.

Speech-language pathologists providing services to handicapped children have pointed out that special education in-service programs in their public school environments frequently do not satisfy the need for updating specific diagnostic and therapy skills. It is the purpose of this article to alert speech-language pathologists to PL 94-142 regulations providing for personnel development, and to inform them of ways to seek state funding for projects to meet their specialized in-service needs. Although a brief project summary is included, primarily the article outlines a procedure whereby the project manager (a speech-language pathologist) and the project director (an administrator in charge of special programs in a Utah school district) collaborated successfully to propose a staff development project which was funded.

Consequently, factors related to behavioral skills such as Solidarity; Involvement; Patience; Creativity; Empathy; Motivation; Trust; Commitment; Self-esteem; Transparency; Self-control; Discipline and other factors related to professional characteristics and personal characteristics of project managers prove a positive and significant relationship with the criterion of success studied.
