My first reaction to “The Credibility Revolution in Empirical Economics,” authored by Joshua D. Angrist and Jörn-Steffen Pischke, was: Wow! This paper makes a stunningly good case for relying on purposefully randomized or accidentally randomized experiments to relieve the doubts that afflict inferences from nonexperimental data. On further reflection, I realized that I may have been overcome with irrational exuberance. Moreover, with this great honor bestowed on my “con” article, I couldn't easily throw this child of mine overboard. As Angrist and Pischke persuasively argue, either purposefully randomized experiments or accidentally randomized “natural” experiments can be extremely helpful, but Angrist and Pischke seem to me to overstate the potential benefits of the approach. I begin with some thoughts about the inevitable limits of randomization, and the need for sensitivity analysis in this area, as in all areas of applied empirical work. I argue that the recent financial catastrophe is a powerful illustration of the fact that extrapolating from natural experiments will inevitably be hazardous. I discuss how the difficulties of applied econometric work cannot be evaded with econometric innovations, offering as examples some under-recognized difficulties with instrumental variables and robust standard errors. I conclude with comments about the shortcomings of an experimentalist paradigm as applied to macroeconomics, and some warnings about the willingness of applied economists to apply push-button methodologies without sufficient hard thought regarding their applicability and shortcomings.

Two recent papers, Deaton (2009) and Heckman and Urzua (2009), argue against what they see as an excessive and inappropriate use of experimental and quasi-experimental methods in empirical work in economics in the last decade. They specifically question the increased use of instrumental variables and natural experiments in labor economics and of randomized experiments in development economics. In these comments, I will make the case that this move toward shoring up the internal validity of estimates, and toward clarifying the description of the population these estimates are relevant for, has been important and beneficial in increasing the credibility of empirical work in economics. I also address some other concerns raised by the Deaton and Heckman–Urzua papers. (JEL C21, C31)

Road transportations still play a dominant role in goods delivery, and driving behaviours significantly affect the fuel economy of heavy-duty trucks. Plenty of fossil fuel is wasted as a result of unreasonable driving behaviours even in the case of highly experienced drivers. The objective of this paper is to analyse drivers’ behaviours over two segments of motorways and estimate the potential benefits of fuel saving caused by a change in driving habits during national and international goods delivery. Drivers’ habits on motorways change depending on the road situations. In the acceleration process, the fuel consumption rates are huge even under low-speed conditions. The truck fuel consumption rates are exaggerated by positive road slopes, but still dominated by acceleration. Accelerations are generally in normal distributions, with the median value being approximately 0.5 m/s2. The speed ranges corresponding to each gear enlarge with the increase in gear number. The potentials of annual fuel saving for parts of European Union countries are nearly 2 × 106 m3 by adopting proper driving behaviours.

The demand for autonomous vehicles is increasing gradually owing to their enormous potential benefits. However, several challenges, such as vehicle localization, are involved in the development of autonomous vehicles. A simple and secure algorithm for vehicle positioning is proposed herein without massively modifying the existing transportation infrastructure. For vehicle localization, vehicles on the road are classified into two categories: host vehicles (HVs) are the ones used to estimate other vehicles’ positions and forwarding vehicles (FVs) are the ones that move in front of the HVs. The FV transmits modulated data from the tail (or back) light, and the camera of the HV receives that signal using optical camera communication (OCC). In addition, the streetlight (SL) data are considered to ensure the position accuracy of the HV. Determining the HV position minimizes the relative position variation between the HV and FV. Using photogrammetry, the distance between FV or SL and the camera of the HV is calculated by measuring the occupied image area on the image sensor. Comparing the change in distance between HV and SLs with the change in distance between HV and FV, the positions of FVs are determined. The performance of the proposed technique is analyzed, and the results indicate a significant improvement in performance. The experimental distance measurement validated the feasibility of the proposed scheme.
