Severe earthquakes in year 2004 had caused a destructive tsunami and killed more than 170,000 people in Aceh Indonesia. The disaster raises the public awareness and demand in safe house. This paper presented the structural failure behaviour, strength and performance level of two-bays double storeys safe house structure with the scaled of 1:5. Cyclic pushover test was conducted with compliance to the standard guidelines from Federal Emergency Management Agency (FEMA 356) in year 2000. The structural behaviour and deformation patterns under repeated cyclic lateral loads were identified through experimental test. The structural stiffness capacity, performance level, seismic energy dissipation and spectral acceleration of the safe house model were obtained through calculations from the hysteresis curves. Experimental result shows the ultimate lateral load of safe house model was 9.9 kN with roof top displacement of 49.1 mm. The model has performance level of Immediate Occupancy (IO), Life Safety (LS) and Collapse Prevention (CP) at 6.3 mm, 16 mm and 49.1 mm roof top displacement, respectively. It was found that, the safe house structure is able to withstand seismic excitation of 0.98 g spectral acceleration.

Nearly two decades ago researchers pointed out the sharp decline in marginal districts in elections for the US House of Representatives. That observation led to an outpouring of research describing the electoral changes, explaining their bases and speculating about their consequences for the larger political system. Recently Gary Jacobson has offered a major corrective to that line of research, arguing that ‘House incumbents are no safer now than they were in the 1950s; the marginals, properly defined, have not vanished; the swing ratio has diminished little, if at all; and competition for House seats held by incumbents has not declined’. While Jacobson advances an extremely provocative argument, there are complicating patterns in his evidence that support additional and/or different interpretations. We argue that the marginals, ‘properly defined’ have diminished, the swing ratio has declined, and party competition for House seats held by incumbents has lessened. While fears that the vanishing marginals phenomenon would lead to lower responsiveness on the part of ‘safe’ House incumbents have proved groundless, the collective composition of Congress does appear to be less responsive to changes in popular sentiments. Thus, the vanishing marginals have contributed to the occurrence of divided government in the United States and in all likelihood do have the effects on congressional leadership and policy-making that many analysts have claimed.

Construction workers play an important role in attaining a good construction and safe building. However, it has not been getting enough attention to the importance of worker’s roles since it is assumed that engineer has already enough knowledge to control and supervise the construction workers. Based on the survey results, more than 95% of workers in West Sumatera have lack of knowledge about the earthquake-safe house requirements and retrofitting of damaged houses. In this study, the expert team of Andalas University conducted training for the construction workers in Padang City and Padang Pariaman District. The training provides all activities that support the whole construction process of the earthquake-safe house and the retrofitting method for unreinforced masonry houses using ferrocement layers, which is presented by slides presentation and practice on the field. The result of the training program shows that the knowledge of the construction workers on requirements of the earthquake-safe house and retrofitting method using ferrocement layer improved significantly. The construction workers understood how to build the earthquake-safe house and to retrofit the weak or damaged houses. This training program is an effective way in disaster risk reduction to prevent the damage to houses due to the earthquake.
