Combined cycle power plant utilising pressurised fluidised bed coal combustors (PFBCs) have, of necessity, to be designed to suit the particular gas turbine chosen. The gas turbine characteristics set not only the design point but also the turndown available. The interactions between the gas cycle, the combustor and the steam cycle are different to those normally associated with combined cycle plant. This paper describes the methods available when designing for plant operation at off-design conditions. It is shown how available techniques are capable of meeting commercial plant requirements for start-up, rates of load change and turndown.

The heat recovery steam generator (HRSG) is an integral part of the combined cycle power plant which includes combustion turbine and steam turbine in addition to heat recovery steam generator. The start-up of the heat recovery steam generator, therefore, has an influence on the start-up of the total plant. The paper discusses various constraints, both external and internal, which affect the Steam Generator start-up and in turn influence the start-up of the total plant. Considerations in the design of the steam generator to accommodate the plant start-up requirements, along with the effect of the cyclic or base loaded operation are also discussed. The paper also presents a procedure which may be adopted in the conceptual design of the plant for an optimized system, a system which can accommodate the total plant start-up requirements without undue constraints on the availability of the full plant output.

Tokyo Electric Power Company is completing the construction of the first 1,000 MW group in the world’s largest, 2000 MW, combined cycle power plant. The 165 MW single shaft combined cycle systems are being started sequentially. A description of the construction progress, start-up and initial operation of the first 165 MW combined cycle system and the planned completion of the station are presented.
