Both Colombia and Spain are states that face overcrowding of the elderly in their pension system, according to the figures presented at the II World Assembly on Aging in Madrid (UN, 2002), which discussed issues of a considerable increase in the population of older adults, not only in Developed countries, but in all countries of the world. This increase in the elderly population has caused financial problems to the different pension systems in the world with respect to sustainability and the funds available to guarantee the right to a pension for older persons of retirement age. In Spain, especially, it is said that there is an imminent crisis in the Public Pension System. With the following article, it is aim to analyze the Spanish public pension system, describing its components and the incidence of its changes since the 1978 constitution

The current importance of public pensions is given by the fact that this is the main form of support for inactive or unemployed people.Through this article we aim to review, in a brief way, the evolution and particularities of public pension.In particular, we want to analyze the evolution of the number of retirees in the public system, of the average pension but also of the service pensions during the years 2010-2021, in order to identify some directions for improving the public pension system.

AbstractThere are important differences between all Eastern European countries regarding the implementation of pension system privatization. The differences regarding the political configuration between the countries from Eastern Europe might be a possible explanation for the amount of diversity in this area. The ideology of political parties that form or sustain the government that implements the reform can also be an explanation, but this influence must be studied beyond the cliché that stipulates that the right-wing parties will support the public pension system reform and the left-wing parties will oppose it. Armeanu (2010a) showed that there are countries where privatization was supported by the centre-left coalitions that needed to overpass a strong opposition made by the right-wing parties. Using the Ideal Point Estimation technique within the voting sessions related to pension reform during the last three Romanian legislatures, we will explain the formation of pro and against coalitions regarding the pension reform from Romania during the privatization process of public pension system. We also test the hypotheses of the model presented by Armeanu (2010a, 2010b), model that predicts the behaviour of political parties based on the position they have on a two-dimensional space related to the costs of pension reform.

Health reform in Chile attemps to improve healthcare of the citizens. The authorities of the country managed to combine both the private (ISAPRE) and public systems FONASA). The biggest success was the creation of AUGE (state subsidies for 66 diseases). The unsolved problems are as follows: long waiting lists and shortages of beds in public hospitals, shortage of medical doctors and specialists. As far as the pension reform is concerned Chile was the first state in the world which in 1981 totally privatized the public pension system. Unfortunately, the fruit of changes in Chile is less optimistic (extremely low pensions) than it was initially assumed. According to specialists the only chance for a correct work of the pension system is introduction of the system which would combine two forms, i.e. a state intergenerational agreement and capital system.
