Some reactions to evaluation are presented in terms of: a) differences between “research” and “evaluation,” b) considerations for strengthening evaluation programs by including “basic” research-by clarifying questions—and by developing a “helping” set rather than an “accountability” set. An example of the use of evaluation in a stronger, more helpful way is presented.
