The Florida Department of Transportation (DOT) has initiated multi-modal level-of-service (LOS) methodologies, including that for the bicycle travel mode. It has already adopted a bicycle LOS methodology for the roadway segment portion of the transportation network, the Bicycle Level of Service Model. Florida DOT’s ultimate goal is to develop corridor- and facilities-level LOS methodologies. Toward that goal, Florida DOT sponsored research to develop the first part of an intersection bicycle LOS methodology, the Intersection LOS for the bicycle through movement. This Intersection LOS for the bicycle through movement would provide a measure of the level of safety and comfort experienced by bicyclists riding through an intersection. The Intersection LOS model for the bicycle through movement is based on Pearson correlation analyses and stepwise regression modeling of approximately 1,000 combined real-time perceptions from bicyclists traveling a course through a typical U.S. metropolitan area’s signalized intersections. The study’s participants represented a cross section of age, gender, and geographic origin of the population of cyclists. Although further hypothesis testing is being conducted, the resulting general model for the Intersection LOS for the bicycle through movement is highly reliable, has a high correlation coefficient ( R2 = 0.83) with the average observations, and is transferable to the vast majority of U.S. metropolitan areas. The study reveals that roadway traffic volume, total width of the outside through lane, and the intersection (cross street) crossing distance are primary factors in the Intersection LOS for the bicycle through movement.

Presently, there is no methodology that is widely accepted by engineers, planners, or bicycle coordinators that will allow them to determine how compatible a roadway is for allowing efficient operation of both bicycles and motor vehicles. Determining how existing traffic operations and geometric conditions affect a bicyclist’s decision to use or not use a specific roadway is the first step in determining the bicycle compatibility of the roadway. The Federal Highway Administration sponsored a study in which a methodology for deriving a bicycle compatibility index was developed. This tool can be used by bicycle coordinators, transportation planners, traffic engineers, and others to evaluate the capability of specific roadways to accommodate both motorists and bicyclists. It is intended to provide practitioners with the ability to assess the bicycle level of service present on existing facilities or on proposed facilities and can be used for operational, design, and planning analyses.

Bicycle is widely used in Japan by people of all age groups in daily usage, which may significantly ease traffic congestion. Responding to the cyclists increasing, the method to assess the quality of bicycle travel become necessary. Previous studies reported several approaches to obtain evaluation methods. However, cycleway evaluation in Japan is still far behind the evaluation methods developed in Europe or America. This paper concentrated on familiarizing readers with two methods for evaluating the quality of bicycle facilities and then presenting some proposals of cycleway evaluation in Japan referencing to these two methods. The first method, Bicycle Compatibility Index (BCI), is used to evaluate the road environment for cycling according to the road characteristics by statistical analysis. The second method, Bicycle Level of Service (BLOS), also represents an evaluation of safety for bicyclists. Both of the above methods offered equations of comfort and safety perceptions of bicyclists according to cycling environments. By introducing these methods in combination, this paper enables the readers to maximize the comparative advantages of both BCI and BLOS. The comparison includes sensitivity of variables and the development of both methods. Then we applied BCI and BLOS to evaluate the target roadways in Kumamoto, Japan.

Heterogeneous bicycle traffic flows, consisting of electric bicycles (e-bicycles) and regular bicycles (r-bicycles), have become the main traffic form on shared bicycle routes in China due to the increasing number of e-bicycles. As a result, overtaking occurs frequently among bicycles, which affects cyclists’ safety and perception. This paper presents an analytical model to estimate the number of passing events in heterogeneous bicycle traffic flows. The relationships between passing events and the parameters of the heterogeneous bicycle traffic flow is established in the proposed model. The probability density functions of the speed of r-bicycles and e-bicycles are taken into consideration. The results of the model analysis show that the number of passing events increases with an increase in the flow rate and density. Both a difference in speed between different types of bicycle and the standard deviation of speed of each type of bicycle have positive correlations with the number of passing events. In addition, when the proportion of e-bicycles increases, the number of passing events first increases, and then decreases. The proposed model is calibrated against field data collected in Hangzhou. The results show that the model prediction is consistent with field observations. The model proposed in this paper provides an analytical approach to study the relationship between the characteristics of heterogeneous bicycle traffic flows and the number of passing events. This work can be considered a prerequisite for the development of the bicycle level of service criteria for heterogeneous bicycle flows.
