The prior researches in many countries report about preserving their visual landscape qualities. Due to their high appreciation for managing their landscape makes them always conduct an assessment of every new structure in its landscape. That is what makes their landscape well managed. In Indonesia, the attention to that case is still weak, and there are no specific rules issued by the governments. This research tries to assess the visual quality development of Medika Dramaga Hospital that built in 2012. The project process and after the project has several effects that must be considered. One of them is the visual impact of construction on the surrounding landscape. The aims of this article are to 1) analyze the visual impact of Medika Dramaga Hospital towards the community nearby based on natural resources and cultural resources aspects, and 2) to identify the community perception and preference as the primary user. The output of this research is a recommendation for the visual preservation after the completed process of Medika Dramaga Hospital development towards is landscape. This study using visual impact assessment (VIA) method based on Ogawa approaches. The results of the assessment of visual quality Medika Dramaga Hospital acceptable as visually, but need to do a few of mitigation actions (minor modifications) to eliminate the visual contrast that occurs with the surrounding environment. Keywords: environmental quality, landscape, visual impact assessment, visual quality

Visual impact assessment studies are reasonably substantial to understand an environment which has different features. The aim of this study is to evaluate the visual impact of the Istanbul Land-wall and contribute to future design/planning stages. For this purpose, the study area was separated into four different spatial usages which are recreational, transportation, agricultural and neglected places. Twenty-four different photographs were taken and a survey was conducted upon an expert and a public sample group. The public survey included four parameters: well-kept, exciting, safety and beautiful scenery. The expert survey also involved four parameters which were coherence, imageability, stewardship and historicity. One-way ANOVA test was conducted to reveal sample groups’ effect on the preferences. The results showed that the average scores of photographs evaluated by public and experts were 11.07 and 9.80 scores respectively. In the public survey, the photograph, has the lowest scores for all parameters, was Photo-11 (P11). Experts’ result shows particularly that historicity is lower than the others although the area is a historical region. Specifically, neglected places obtained lower scores than the other spatial types. Consequently, the Istanbul Land-wall does not have adequate visual quality regarding the selected parameters.

Abstract Free standing billboards (FSBs) have a significant negative visual impact on landscape. In majority of foreign countries the construction of FSBs is regulated by various legal instruments, guidelines, and control manuals. In Lithuania the construction of FSBs considering visual impact is poorly regulated by juridical and spatial planning means. Considering this situation methodological guidelines for regulation of FSB construction taking into account their visual impact were created. The guidelines are a part of the Landscape Guidelines for the Roads and Railways of National Significance [10] which is a manual set to fulfil the requirements of the European Landscape Convention [4] to broaden the knowledge on this subject and to integrate landscape issues into all matters that influence the state and the future of landscape. The aim of the article is to show the possibilities of application of the guidelines by performing visual impact assessment of FSBs in the road landscape near the town of Elektrėnai on one of the main highways of Lithuania: A1 Vilnius-Kaunas-Klaipėda. The proposed stages of FSB visual impact assessment are the following: analysis of landscape spatial structure designating visual spaces perceived from separate road sections; analysis of FSB layout possibilities designating visual spaces protected from FSB construction and visual spaces as FSB construction areas; establishment of possible visual contrast level of FSB, and establishment of FSB location in visual space and visual contrast character according to the Identity Index context (Similarity, Identity, Difference Index) theory and results of evaluation of aesthetic potential of the visual space. In the performed research we used the possibilities of spatial data management and analysis of geographic information systems (GIS) and basically implemented the first three stages of FSB visual impact assessment. The fourth stage was not implemented because it deals mainly with technical issues of FSBs. We tried to solve questions that are most important on the level of spatial planning when developing special plans for FSB construction.
