A conceptual framework for environmental governance networks: an analysis of small island destinations in Indonesia and the Coral Triangle

SummaryPoor connectivity between diverse resource users and complex wider governance networks is a challenge in environmental governance. Organizations that ‘broker’ interactions among these relationships are expected to improve governance outcomes. Here, we used semi-structured interviews and social network analysis to identify actors in positions to broker coral reef-related information to and from resource users and to assess the performance of these brokers. Representatives (n = 262) of actor groups were interviewed, including local and national government, non-governmental organizations (NGOs), community organizations and resource user groups from 12 communities across four Caribbean countries, to map information-sharing networks and to identify brokers. Broker performance was assessed through separate interviews with coral reef resource users (n = 545). The findings show that marine NGOs were the highest-functioning brokers. Where such local-level organizations were absent, government agencies in reef management roles acted as brokers, but their performance was lower. Actors in brokerage positions did not always effectively share information, with broker performance being positively correlated with network brokerage scores. The results further our understanding of the roles of brokers in different governance contexts. Identifying those in brokerage positions and supporting their roles in connecting local resource users to wider governance networks could encourage functional brokerage and enhance reef management outcomes.

This chapter explores the relationship between environmental governance and urban environmental education. It first provides an overview of environmental governance and governance networks before discussing research on the prevalence of organizations conducting environmental education in governance networks in Asian, European, and U.S. cities. It then offers suggestions on how environmental education organizations can be effective contributors in urban environmental governance and explains how the role of environmental education in governance can be made transparent to educators and participants. It argues that environmental education organizations are actors in urban governance networks and can play an important role in environmental governance. It also asserts that an explicit focus on governance will enable organizational leaders to target their partnerships and efforts to have a greater impact on urban sustainability and will enable youths and other participants to gain an understanding of critical concepts in environmental management and policy.

Environmental governance implies creation of novel interdependencies among actors and actions, and this innovation and diversity presents challenges. One of these challenges is the maintenance of legitimacy. To understand processes of legitimation at the level of individual organizations and at the level of the larger assemblages represented by governance arrangements, we develop a conceptual framework that analyzes accountability relationships. Within this framework, we use artifacts of accountability, material representations of accountability relationships, to understand the creation, maintenance, and erosion of legitimacy. We study the creation and administration of a multifunctional forested landscape in New Hampshire, USA. Empirical assessment of the varied institutional logics that structure and contribute to legitimacy in this material and organizational landscape allows us to advance understanding of persistence, change, and failure of environmental governance arrangements.
