Abstract The special forest products industry has recently become an important factor in forest management. Plants common to the understories of many Pacific Northwest United States and coastal British Columbia forests are harvested, processed, and marketed worldwide in floral greens markets as supplements and complements in floral arrangements. The industry employed over 10,000 people in Washington, Oregon, and southern British Columbia in 1989, and generated an estimated $128.5 million in sales. Forestland managers are discovering the advantages associated with leasing harvesting rights to the producers and harvesters of these products. A mail survey was used to sample special forest products businesses in Washington, Oregon, and British Columbia during 1989. Descriptions of plant materials harvested and their value are presented and discussed. Business characteristics and total industry affects are discussed. The industry's impacts on the regional economies and the industries marketing strategies including channels of distribution, product development, market product development, and future market opportunities are also discussed. Japan has developed what might be called a three-tier technology policy consisting of the national Tsukuba Science City, a set of nineteen technopolises dispersed over strategic locations along the entire archipelago, and a still more dispersed set of ‘research cores’ serving primarily as incubators for small and medium-size high-technology firms. The objective is to overcome the limitations of earlier phases of centralized policy and make the transition from external imitation to indigenous creative innovation on as broad a basis as possible. Data on the number of high-technology enterprises established per sector in technopolises, and on acreage occupied, are presented. Conditions for the international transfer of experiences in this field are then discussed.

Since industrialization, manufacturing has been an important pillar of a country’s economic development. Under the dual pressure of the new trend of global manufacturing development and the loss of competitive advantage of manufacturing industry, it is especially important to accelerate the enhancement of national high technology innovation capacity and the optimization of high technology policy innovation management mechanism driven by advanced evolutionary Internet of Things (IoT) arithmetic. The main of this paper thus introduces the effective method of optimization of high technology policy innovation management mechanism driven by advanced evolutionary IoT arithmetic. To study the optimization of high technology policy innovation management mechanism, a conceptual analysis of currently popular information technologies, such as big data technologies, artificial intelligence technologies, and Internet of Things technologies, and an overview of the application of these technologies in microgrids are given. In the paper, all factors are studied using the STP innovation management mechanism-based approach, and finally, all factors are classified into two categories of cause and effect factors by this approach, and the importance of all factors is ranked. Secondly, a wind power prediction algorithm based on data mining technology and an improved algorithm and a PV power prediction algorithm based on a deep neural network were established with the technical support of high-tech information technology such as big data and artificial intelligence. Finally, the majorization of high technology policy innovation management mechanism driven by advanced evolutionary IoT arithmetic is proposed.
