Promising industrial profiles of Southeast Asian emerging economies have met their developmental limits in the face of the Asian Financial Crisis in the late 1990s. However, following the crisis, they have not been successful in upscaling the technological competitiveness of their industries. By applying the national innovation system approach originally developed in advanced western economies as an institutional mechanism of policy innovation in light of developmentalism, I seek to explain these persistent developmental limits in Malaysia and Indonesia. My qualitative research examines literature discussing policy coordination mechanisms in innovation policies and policy documents containing coordination mechanisms involving firms, universities, and government agencies; then, how these issues implicate innovation policies in the two countries. I employ a comparative institutional analysis between them focusing on institutional characteristics of the national innovation systems, specifically their institutional obstacles occurring within development paths amidst prevailing political environments. I suggest that persistent developmental limits in Malaysia and Indonesia result from systemic failures of achieving developmental aims regardless of their politico-administrative regimes. Existing institutional frameworks of the national innovation systems, entrenched in the socio-economic prevalence of the two countries, have not fit the nations’ developmental aims pursued upon innovation upgrading.

Since industrialization, manufacturing has been an important pillar of a country’s economic development. Under the dual pressure of the new trend of global manufacturing development and the loss of competitive advantage of manufacturing industry, it is especially important to accelerate the enhancement of national high technology innovation capacity and the optimization of high technology policy innovation management mechanism driven by advanced evolutionary Internet of Things (IoT) arithmetic. The main of this paper thus introduces the effective method of optimization of high technology policy innovation management mechanism driven by advanced evolutionary IoT arithmetic. To study the optimization of high technology policy innovation management mechanism, a conceptual analysis of currently popular information technologies, such as big data technologies, artificial intelligence technologies, and Internet of Things technologies, and an overview of the application of these technologies in microgrids are given. In the paper, all factors are studied using the STP innovation management mechanism-based approach, and finally, all factors are classified into two categories of cause and effect factors by this approach, and the importance of all factors is ranked. Secondly, a wind power prediction algorithm based on data mining technology and an improved algorithm and a PV power prediction algorithm based on a deep neural network were established with the technical support of high-tech information technology such as big data and artificial intelligence. Finally, the majorization of high technology policy innovation management mechanism driven by advanced evolutionary IoT arithmetic is proposed.

<p>One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors. AbstractThis chapter provides a review of policies, strategies, and regulations in the transport sector. The narrative plays out in terms of outlining national, provincial, and local application dimensions and impacts of transport using green transport lenses. The different application scales for transport policies, strategies and regulations as enunciated through different spheres of government constitutes the main thread of the discussion. In any case, the impact and outcomes of government and non-governmental transport intervention are discussed from a green transport perspective. Complementary to this, the role and scope for norms and standards in promoting green transport policy, innovation and activities is outlined. A thematic approach is used in unpacking green transport issues with respect to transport in Limpopo province. The analysis is anchored within the green transport systems theory of innovation framework.

Abstract This article discusses how policy innovation was developed for supporting gender equality in the environment and forestry development. The study focuses on how the design thinking-based policy innovation process is carried out and how social infrastructure for policy innovation is built to seek the transformation of understanding from gender-neutral to gender nature. The data were collected through focus group discussions, documentation studies, and in-depth interviews. The data were qualitatively analyzed with inductive thematic analysis method with Needs and Aspirations for a Design and Innovation process (NADI) framework and social infrastructure theory. The results show that policy innovations in environmental and forestry development based on design thinking were carried out through gender-responsive policy innovations that regulate forests to be sustainably managed for the welfare of women, men, and people with disabilities. Moreover, there were also innovative activities called GLEADS (Gender Leader Summit) and TEACH (Training for Eco-gender Activating Champions Hub) embodying National-regional Eco-forestry Hubs, which cooperated to develop innovations to improve gender equality. Multi-actor aspirations and situations in the innovation intervention process lead to a reframing of the innovation policy design process. This impacted the reframing of social infrastructure and changes in intervention treatment according to the management level.

Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources

BACKGROUND: The coronavirus disease 2019 (COVID-19) pandemic, caused by severe acute respiratory syndrome coronavirus 2, has caused more than 13 million cases. Until now, there is no very efficient treatment for COVID-19. There needs to be government support in socializing the COVID vaccine, one of which is the Mall Orang Sehat (MOS) innovation for healthy people, which aims to make people believe in vaccines. AIM: The purpose of this study was to determine the relationship between policy innovations in the MOS area of healthy people and the willingness of the community to be vaccinated. METHODS: The research method in this study uses a cross-sectional study design, with a sample of 200 using a stratified random sampling technique, with validated question instruments regarding the statement of respondents being willing to be vaccinated or not, the analysis in this study using Chi-square. RESULTS: The results of this study indicate that there is a relationship between MOS policy innovation and patient’s willingness to be vaccinated, as evidenced by the results of SPSS p 0.000 < 0.05 which means that there is a relationship between variable 1 and variable 2. CONCLUSIONS: The COVID-19 vaccine is the government’s effort in tackling the COVID-19 pandemic. With this health education based (Healthy People Mall) it has been proven to be able to influence the public in knowing the effects and impacts of COVID-19 so that people are willing to be vaccinated.
