Ecological compensation is an effective means to solve the conflict of interests among trans-boundary river basin countries. How to determine the ecological compensation standard is the core of ecological compensation. On the basis of the emergy synthesis method, we developed an emergy-water resources ecological footprint model for trans-boundary river basin countries. Based on the calculation of ecosystem service value and consumption ecological value of trans-boundary river basin countries, the ecological spillover value of each basin country is obtained. From the perspective of supply and consumption, the ecological compensation standard in basin countries is determined by judging the supply and consumption status of ecological services and combining with the willingness to pay for ecological compensation. Taking the Lancang–Mekong River Basin as an example, the results show that (1) the ecosystem service value of the Lancang–Mekong River Basin countries from high to low is Laos, Cambodia, Thailand, China, Vietnam, and Myanmar; (2) in terms of ecosystem service value consumption, the order from high to low is Thailand, Cambodia, Vietnam, China, Laos, and Myanmar; and (3) Thailand and Vietnam, located in the lower reaches of the basin, belong to the consumers of ecological services, and based on the actual willingness to pay, they need to pay $46.913 billion and $1.699 billion, respectively.

Ecological compensation has recently gained significant attention as an economic incentive promoting natural resource management. However, there remain several challenges to its application. A key issue is the lack of a method clearly define the standard of ecological compensation. This study established an accounting methodology for the ecological compensation standard for the water-receiving area in an inter-basin water diversion in China. Beijing, a major water-receiving area of the South-to-North Water Diversion Project, was used as an example of the application of this approach. First, the evaluation index of ecosystem service value of the water-receiving area was selected, then, emergy theory was used to calculate the increment of ecological service value based on the characteristics of each indicator. The ecological service value due to the project was calculated to be 3.898 billion RMB, while the willingness-to-pay by the public was estimated at 915 million RMB. Therefore, the increment of ecological service value was the highest standard of compensation, and the public’s willingness-to-pay was the lower limit of ecological compensation. The final compensation standard can be determined through negotiation between suppliers and beneficiaries under the leadership of relevant governments and water-transfer authorities. Thus, this study aimed to provide a scientific basis for the construction of diversified ecological compensation mechanisms and promote sustainable development of the region.

Mastering the coupling and coordination relationship and driving mechanism of urbanization and ecosystem service value (ESV) is of great significance to ecological protection and regional sustainable development. In this paper, the coupling coordination model, geographic detector and GWR model are used to analyze the spatio-temporal coupling interaction between urbanization and ESV and the spatial differentiation characteristics of influencing factors from 1995 to 2018. The results of the study are as follows: (1) During the study period, cities in the Yellow River Basin experienced accelerated urban expansion, and the ESV of forests, water and wetlands increased, which offset the reduction in ESV due to the expansion of construction land and farmland and grassland. (2) The degree of coupling and coordination between the two gradually improved, but the overall situation showed a low-level coupling and coordination process. Mild coupling coordination gradually increased, reaching an increase of 38.10%; severe imbalance types tended to disappear, decreasing by 52.38%, and coupling subtypes developed from lagging urbanization to ESV backward types. The high-value areas of the coupling coordination degree are distributed in the high-value areas of ESV in the north of the upper reaches, and the low-value areas are distributed in the cities of Henan and Shandong with high urbanization levels in the downstream and most resource-based cities in the middle reaches. (3) In addition, the spatial intensity of the effect of each dominant factor on the degree of coupling coordination is different. Economic growth, technological development, environmental regulations and the proportion of forest land have positive and belt-shaped alienation characteristics for the coupling and coordination of the two, and infrastructure and temperature show negative driving characteristics. Therefore, the coupling and coordination relationship between ESV and urbanization should be clarified to help future urban planning. On the basis of determining the regional environmental carrying capacity and the adjustment direction of the rational planning of land resources, the impact of urban barriers formed by administrative boundaries and natural geographical conditions on the development of urban agglomerations should be broken to achieve the overall high-quality and coordinated development of the basin.

As one theory of ecological economics, the theory of ecosystem service gets wide attention and rapid development from the beginning, and to find a way out on how man and nature conduct a healthy and sustainable long-term development. While ecological compensation is an important mechanism to protect sustainable economic development and ecological environment reconstruction, and is a powerful tool to improve ecosystem service function. The two are closely related, and to develop in contradiction and unity with each other. This article is based on related research of ecosystem service function, summarizing the research on ecological compensation mechanism in China and abroad, and to propose the development enlightenment.
