Public corporate governance of municipal enterprises is a concept of corporate management and control that is already being applied in municipal practice, but has not yet become comprehensively established as a management concept in municipalities. The work presents the legal basis of this concept and shows the obstacles that legally and actually stand in its way. With the developed model code for the municipalities in Baden-Württemberg, a practical solution is presented, by means of which a uniform Public Corporate Governance can be implemented in privately and publicly owned municipal enterprises without great effort.
