Nowadays, the need for scientific and modernized engineering cost management has been increasingly prominent. Hence, this study compared the differences of the quantities’ terms, the management philosophy, the related institutions (or specifications), and other factors in engineering cost management between China and Germany accompanied by a case study for a warehouse building project in China. There are two main parts. Firstly, according to the literature research, the comparative analysis was conducted on the engineering cost-control mode, the list of bills of quantities, and other parameters between China and Germany. On the basis of this, the “differences” between China and Germany especially in the bidding process were further studied with the empirical analysis of engineering cases, which is a supplementary argument to the theoretical analysis. Finally, several related suggestions were put forward, including proposing a set of “universal” bills of quantities (which can be understood by Chinese enterprises and also accepted by foreign-funded enterprises), the establishment of the whole process, a dynamic and information-based project cost-management system, cultivation of talents with the advanced management concept, and the development of international engineering companies and project-management companies with core competitiveness. The conclusions are expected to provide some references for China’s construction industry to further expand the international market and to increase the influences in global markets.

Human Resource Management plays an essential role for attaining organizational goals. Nowadays, practitioners, researchers, and academicians around the world are emphasizing to transform and reshape the practice of human resource. However, very few research works have been done in the area of Transformational Human Resource Management (T-HRM). Hence, the aim of this chapter is to propose an integrated framework of T-HRM and organizational efficiency. In light of that, this study has proposed potential factors of the T-HRM. Secondly, this study presented positive effect of the factors of T-HRM on organizational efficiency management. Concept of knowledge management has introduced as a potential mediator, and ICT and organizational alignment has presented as a potential moderator of this study. Finally, knowledge of this study will provide better insights on T-HRM for ensuring organizational efficiency.

Retail plays an important role in the trade sector of the Brazilian economy, with net operating revenues of nearly BRL 1.7 trillion and more than 7 million workers in 2018, according to the latest Annual Trade Survey from the Brazilian Institute of Geography and Statistics. The entry of large multinational companies into the Brazilian retail market, where it is worth highlighting Amazon, has negatively impacted the market of Brazilian retail companies, which still use archaic methods and disqualified labor in their operations and processes. Amazon provides better logistics services that directly add value to the quality of products offered through a leaner and more profitable supply chain. Additionally, the behavioral changes brought about by Covid-19 have made consumers more satisfied with online shopping experiences than with visits to physical stores. The increase in internet shopping and the reduction of visits to sales outlets has caused a migration of consumption to digital media, which may generate long-term transformations in the strategies of companies. Thus, the objective of this research is to provide a conceptual proposal of the use of logistics as a competitive advantage in retail organizations, considering the best management practices for the logistics sector. As a research methodology, a systematic literature review was adopted, based on the PRISMA protocol, allowing the identification of 94 records, 12 of which were included in the literature review, due to their adherence to the researched theme. The main contribution of this paper is the development of a conceptual proposal for the use of logistics as a competitive advantage in retail organizations, comprising five aspects: Information Systems, Application of KPIs aligned with the Strategic Objectives of the Organization, Creating Value for Products, Modern Management Concept and, Need for Organizations to recognize the Benefits and Advantages of Logistics.

Nowadays, it is impossible to ensure sustainable development of the state without using innovative policies of territorial development, one of which is a city revitalization policy. This article defines the main causes of city center degradation and typical approaches to revitalizing city centers in Europe and North America. The New Urbanism principles are outlined as regards city center revitalization, with an emphasis on their potential importance for sustainable urban development. The evolution of Town Centre Management (TCM) and the features of its application are characterized by authors with a focus on the mechanisms of anti-crisis management professionalization in the conditions of degrading city centers. A model of the public policy on city center revitalization based on the TCM concept is presented, which envisages the functioning of a TCM manager (office) of (with a list of the main tasks); objectives and the sequence of policy implementation stages; application of tools for public participation and a public-private partnership in this process; city center revival through an integrated effect on various spheres (community, economy, space and environment), and, as a result, achievement of a multiplicative effect for the promotion and development of the entire city. The study used a set of general scientific and specialized methods that are based on the modern scientific principles of public administration and its related sciences (geography, economics, sociology, culturology, etc.), and interdisciplinary and systematic approaches.

Strengthening the team construction of part-time teachers is required by the transformation and development of the universities, the realization of their goals of being developed into an application-oriented universities and their talent cultivation and long-term development . The existing problem regarding the part-time teachers in current application-oriented universities are the low proportion of part-time teachers, a shortage of high level part-time teachers, the absence of relevant laws and regulations, a lack of systematic policies or financial support for part-time teachers as well as the unsound management mechanism with insufficient scientific and reasonable employment scheme for part-time teachers. To strengthen the team construction of the part-time teachers in application-oriented universities, firstly we should improve the existing laws, regulations and policies and broaden the financial support channels. Secondly, we should develop the recruitment channels for part-time teachers and pay attention to introducing high-tech and highly-skilled talents. Thirdly, we should improve the management over part-time teachers and promote their value. Fourthly, it should adopt a people-oriented management concept and establish an effective evaluation and incentive mechanism for part-time teachers.

Informal recycling has been a source of challenges to a mobile telephone network (MTN) phone village in Rumukurushi, Port Harcourt, Nigeria, and several locations in developing countries. In order to bring a lasting solution to the menace of informal recycling in this location, the study proposed a new waste electrical and electronic equipment (WEEE) management system. The system comprises the application of two key concepts. The first concept includes limiting the activities of informal recyclers to WEEE collection only. This implies WEEE treatment, dismantling, etc., are carried out by government-approved agencies and experts. The second concept involves the application of the just-in-time (JIT) management concept for managing WEEE. The concept ensures that WEEE is only requested from the recycler or the individuals in possession of it and only on demand. The study adopted a qualitative research approach. Data collection and analysis were achieved via semi-structured phone interviews and thematic analysis, respectively. The outcome of the study limits the activities of the informal recyclers to WEEE collection. Informal recyclers gain revenue from collection. A reduction in the waiting time of workers and WEEE storage space is achieved. This offers safety, efficiency, and an increased productivity. This will help to revolutionise the WEEE management system in the location.

Background of the study: Library human resource management is a very important part of the continuity and development of librarians. The librarian must have a constructive and dynamic concept of thinking so that the role that is raised is the result of a structured implementation. Through his work, Lasa HS has succeeded in formulating this theory in his book "Library Human Resource Management" which has close analysis with Richard E. Rubin's "Human Resource Management in Libraries Theory and Practice". Purpose: The purpose of this study is to examine the perspective of human resource management in the Lasa HSlibrary on one of Richard E Rubin's works entitled Human Resource Management in Libraries Theory and Practice. Method: Through a library research approach (library research) which is supported by interviews Findings: Research results show that there is a relevance of the theory proposed by Lasa HS to the work of Richard. E Rubin in the aspect of measuring the performance of human resources. Conclusion: It can be concluded that through the books that have been written, both have explained the theory in a structured manner with the dynamics of different cultural approaches so that they complement each other in providing reviews on library human resource management.

BACKGROUND: The COVID-19 pandemic impacts the zakat management of zakat institutions. Zakat is an Islamic obligation to donate a portion of one’s wealth. This is because the income of the muzakki (the people who pay the zakat) decreased. The pandemic caused the decline of people’s income, thus increasing the number of mustahik (zakat recipients). This condition encourages the application of a zakat empowerment concept that aims to accelerate people’s economy. AIM: This paper aims analyze the zakat empowerment concept in the health and welfare aspects during the pandemic, to obtain legal protection based on the benefit (maslahah) and policy theories. METHODS: This qualitative research aims to focus on the zakat empowerment concept in the aspects of health and welfare during the pandemic. RESULTS: The zakat institutions may channel the zakat to the mustahik who are affected by the pandemic in the form of medicine, COVID-19 vaccines, and capitals to families whose breadwinners lost their jobs or died due to the pandemic. This qualitative research aims to analyze the zakat empowerment concept during the pandemic in the aspects of health and welfare and its legal protection based on benefit (maslahah) theory and the policy theory. According to the policy theory, the zakat empowerment concept in the health and economic sectors during the pandemic is according to Law No. 23 of 2011 on Zakat Management. CONCLUSION: According to the maslahah theory, it is categorized as a maslahah hajiyah from the basis of maslahah al-mursalah. However, to give legal certainty and legal protection, the zakat empowerment concept in the health and economic sectors during the pandemic should be validated in legal regulation.
