ABSTRACTProvision for old people who are in need of continuing care requires close co-operation between informal carers and different agencies and disciplines providing health and social care. In the United Kingdom, the present system of care has evolved from earlier patterns of care centred on the asylums and the poor law with its workhouse institutions. It lacks cohesion. Despite the designation of old people as a priority group, resources are still inadequate to provide a good quality of care. Organisational differences between health and social services can lead to inefficient use of existing resources. More specialised medical, psychiatric and social services for old people enhance the possibilities for co-operation even though they may appear to lead to greater fragmentation. The history of the development of these services in the UK, including the recent expansion of private sector care, is reviewed, with special attention from the medical perspective to the phenomenon of ‘bed blocking’. The recently published Griffiths Report on community care is briefly considered, and some principles for future developments are laid down.

The book Quality of Life of Old Dependent People in Romania presents a part of the research results obtained during 2018-2020 in the research project with the same name. In the context of a pronounced process of population ageing and raising needs of social services for old people, the publication of this volume becomes very important. The book contains a comprehensive review of the literature regarding quality of life in old age, the results obtained during the research on old dependent people in Romania and measures of social policy developed in the process of consultation of experts in the field using the Policy Delphi method.

The development of social services in the twenty-first century due to the dynamic progress of the investment and activating policy. The society of the 21st century is a society of services as most of the workplaces are created in the service sector (public and community). This means that at least 50% of working people reach incomes from working in services. Thus, on the one hand, more and more people are employed in services, on the other hand, more and more services are consumed by households. Its characteristic feature is the principle of ‘una actu’ which means the production and consumption take place at the same time and place as a result of the same action. The purpose of this publication is to present all issues related to social services – definition, role and relevance, innovative theoretical approaches, organisation by government and non-governmental entities and, on the example of polish solutions, their application to selected groups of beneficiaries of social assistance, i.e. unemployed persons, addicts, old people, refugees, victims of domestic violence.
