The EU and national macroeconomic policy: an empirical overview

Significance The EU faces overlapping crises, in security, migration, macroeconomic policy and financial markets, when it must also deal with the United Kingdom's forthcoming EU membership referendum and related demands to renegotiate membership terms. The EU's crises matter not because of their number but because the bloc's efforts to act in any one area run into conflicts in others. Efforts to resolve these contradictions will dominate the politics of 2016, but may delay or undermine the effectiveness of the EU's response to any one of its crises.

The purpose of the article is to discern the pattern of federalism in EU macroeconomic governance and seek explanations for the strengthening of the framework in this regard. The article operates in a constitutional perspective, adopting a multidimensional approach in order to fulfil the purpose. These approaches have in common that they regard issues of legal power, resulting in a structure of five criticalaxes related to the nature of the Union’s competence in macroeconomic governance. More precisely, withinthese dimensions, the nature of the exercise of legal power, its constitutionality and its implications for the allocation of power between the Union and the Member States are explicated. This thematized presentation is sought to make effective the unearthing of a pattern of federalism. Lastly follows a discussion on the direction of the EU institutional practices in macroeconomic governance and the underlying causes for this development. In addition to drawing on the conclusions on the questions basing the article, this discussion will also feature thoughts on the recent battle between the Commission and theItalian government as regards the latter’s national budget.

The paper presents an inside evaluation of the EuroPsyT project, funded by the EU Leonardo Program in 1999-2001. While standard research usually neglects to reflect on the internal and external constraints and opportunities under which research results are achieved, the paper stresses exactly those aspects: starting from a brief description of the overall objectives of the 11 countries project, the paper proceeds to describe the macro-context and the internal strengths and weaknesses of the project team, the internal procedures of cooperation,. and obstacles encountered during the research process. It winds up in noting some of the project's achievements and with a look towards future research.
