The current state of technological progress offers extensive opportunities for the development of urban infrastructure and the construction of Smart Cities, but the city will only become intelligent if it raises the living standards of all citizens in it. The Smart City uses information and communication technologies to improve its functionality and long-term sustainability and to increase the living standards of its citizens. In this context, it is necessary to address the issue of mutual communication between the city and the citizen and its implementation. The aim of the paper is to design a suitable smart solution that would streamline two-way communication between the city and its citizens. This solution is an urban mobile application, which is also a simple and yet sufficiently effective solution for the transformation of cities into Smart Cities. The main benefit is the implementation of research assessing the requirements of the citizens of a particular city for the services and functions that the application should offer. After analysing the results, a specific urban application design was processed using User Interface and User Interface design. The proposal consists of seven consecutive phases. All phases were completed in solving the design and the result can be seen in the resulting interactive prototype, which was finally tested by authors and random users representing all age categories. The results of the prototype usability tests enabled a gradual improvement of the solution, which culminated in the confirmation of its effectiveness.

AbstractSmart city has obtained increasing attention from both academic and industry which has the potential to improve human living standards. A smart city consists of a great number of smart devices which are generating large amounts of data and emerging applications all the time. However, the computing capacity of smart devices are limited. Fortunately, the emergence of MEC can solve the above problem. However, the resources of edge servers in MEC are limited and the capabilities of edge servers are heterogeneous. It is important to improve the average resource utilization of all edge servers and keep load balancing of edge server cluster simultaneously. On the other hand, quite a few numbers of applications are delay-sensitive, it is necessary to ensure the security of these applications. In this paper, we consider joint optimization of mobile device and edge server in MEC-enabled smart city, improving the overall performance of the system. Technically, a new multi-objective computation offloading method is implemented to reduce time consumption, energy consumption, and keep load balancing of edge servers, as well as increase average resource utilization of edge servers while meeting the deadline constraint of delay-sensitive applications. Sufficient experiments have been conducted to prove the effectiveness and superiority of our proposed method in different scenarios.

The article presents a proposal for a research tool that might assess the ecological activity of municipalities, with particular emphasis on those that lie on national boundaries. With climate change, it has become necessary to take into account the principles of sustainable growth while maintaining high living standards in the long term. Systematic research on the action undertaken by municipalities in this area is a necessary requirement in the coming years. For this reason, the main directions and areas of research in the process of approaching the concept of a “green smart city” have been outlined. The available literature is limited to research in the field of smart cities and examines solutions for large urban agglomerations. The evaluation criteria of “ecological maturity” proposed in this paper are designed for small border municipalities. One may accept the thesis that due to their specificity, location, natural diversity and the opportunities for cooperation with a foreign partner that they offer, border municipalities can create a model of ecological behaviour in terms of a “green smart city”. This evolution requires support and monitoring for policymakers, and the proposed online research tool may reveal “ecological immaturities”, decisional errors or just plain negligence. One might only hope that, as a result of these indications, the recommendations will prove valuable for all local government units. On the other hand, a number of doubts and dilemmas are raised that researchers are unable to eliminate at this stage.
