The current state of technological progress offers extensive opportunities for the development of urban infrastructure and the construction of Smart Cities, but the city will only become intelligent if it raises the living standards of all citizens in it. The Smart City uses information and communication technologies to improve its functionality and long-term sustainability and to increase the living standards of its citizens. In this context, it is necessary to address the issue of mutual communication between the city and the citizen and its implementation. The aim of the paper is to design a suitable smart solution that would streamline two-way communication between the city and its citizens. This solution is an urban mobile application, which is also a simple and yet sufficiently effective solution for the transformation of cities into Smart Cities. The main benefit is the implementation of research assessing the requirements of the citizens of a particular city for the services and functions that the application should offer. After analysing the results, a specific urban application design was processed using User Interface and User Interface design. The proposal consists of seven consecutive phases. All phases were completed in solving the design and the result can be seen in the resulting interactive prototype, which was finally tested by authors and random users representing all age categories. The results of the prototype usability tests enabled a gradual improvement of the solution, which culminated in the confirmation of its effectiveness.

The Smart City concept is being developed from a lot of different axes encompassing multiple areas of social and technical sciences. However, something that is common to all these approaches is the central role that the capacity of sharing information has. Hence, Information and Communication Technologies (ICT) are seen as key enablers for the transformation of urban regions into Smart Cities. Two of these technologies, namely Internet of Things and Big Data, have a predominant position among them. The capacity to “sense the city” and access all this information and provide added-value services based on knowledge derived from it are critical to achieving the Smart City vision. This paper reports on the specification and implementation of a software platform enabling the management and exposure of the large amount of information that is continuously generated by the IoT deployment in the city of Santander.

Abstract Smart City as a concept presupposes using new information and communication technologies in order to improve the quality of life within a particular geographic area. There are six different pillars in the frame of this concept and their one purpose is to achieve better efficiency of city operations. Smart mobility and transport are some of them. The efforts of traditional cities to become smart are not easily and quickly achievable. Numerous traffic solutions have already been implemented in different cities all over the world that make the ‘jump’ from traditional city to smart city. This paper provides an overview of the ‘smart’ transport solutions that have been implemented in the city of Skopje as a traditional city, which is on its way to becoming a smart city. The presented smart solutions are related to traffic management and control area and are aimed at alleviating traffic problems. The focus is on non-motorized solutions, e-vehicles, adaptive traffic control systems and public transport solutions. Several aims have been set in this paper – to promote the achievements of the municipality of Skopje aimed at transforming Skopje into a smart city in a transport area; to present its functionality, and to point out the disadvantages related to law regulations and the interconnection of all stakeholders involved. Finally, the idea is to provide a starting point for future research and to recommend future steps in this direction in the city of Skopje.

The paper examines the role of information and communication technologies in the development of smart cities, it shows the importance of supporting the consistency and functional compatibility of smart city devices and services through ICT architecture. A version of the multi-level ICT architecture of a smart city, based on the analysis of various architectures, is proposed, which describes in detail the connection and interaction of individual elements of the city digital infrastructure, as well as the impact which technical and regulatory requirements have on them.

The introduction of the Information and Communication Technologies throughout the last decades has created a trend of providing daily objects with smartness, aiming to make human life more comfortable. The paradigm of Smart Cities arises as a response to the goal of creating the city of the future, where (1) the well-being and rights of their citizens are guaranteed, (2) industry and (3) urban planning is assessed from an environmental and sustainable viewpoint. Smart Cities still face some challenges in their implementation, but gradually more research projects of Smart Cities are funded and executed. Moreover, cities from all around the globe are implementing Smart City features to improve services or the quality of life of their citizens. Through this article, (1) we go through various definitions of Smart Cities in the literature, (2) we review the technologies and methodologies used nowadays, (3) we summarise the different domains of applications where these technologies and methodologies are applied (e.g. health and education), (4) we show the cities that have integrated the Smart City paradigm in their daily functioning and (5) we provide a review of the open research challenges. Finally, we discuss about the future opportunities for Smart Cities and the issues that must be tackled in order to move towards the cities of the future.

Smart cities are a way of life that emerged after the 2000s in order to produce innovative solutions by using information and communication technologies and to transform cities into livable conditions, with awareness and consciousness against global problems and adverse living conditions. With the use of developing technologies and the inclusion of sustainability in every sense, smart applications are developed and ease of use is provided by including these applications in urban life. Thanks to this concept, which consists of different sub-components, urban life, which creates crowded living spaces, becomes smart from their current situation and comes to a position that provides its own future. Smart city formation emerges as an important issue in the effort of reaching the future, affecting every city that exists globally as a result of the cooperation of technological developments, innovations and sustainability. Especially in recent years, intensive researches, applications and studies have been carried out in order to create smart cities in the global sense. However, apart from some cities that have developed themselves in this sense, smart applications developed to create smart cities are used in pilot areas with limited access and cannot be generalized. The city of Konya, which was chosen as the sample area within the scope of the study; It is one of the leading cities in Turkey that develops itself by using smart applications and sustainable methods and develops in the process of becoming a smart city. Özet   Akıllı kentler, 2000’li yıllardan sonra küresel anlamda meydana gelen problemler ve olumsuz yaşama şartlarına karşı oluşan farkındalık ve bilinç ile bilgi iletişim teknolojileri kullanılarak yenilikçi çözümler üretilmesi ve kentlerin yaşanabilir hale dönüştürülmesi için ortaya çıkmış bir yaşam şeklidir. Gelişen teknolojilerin kullanılması ve bu kullanıma her anlamda sürdürülebilirliğin katılması ile akıllı uygulamalar geliştirilmekte ve kent yaşamına bu uygulamalar dahil edilerek kullanım kolaylıkları sağlanmaktadır. Farklı alt bileşenlerden oluşan bu kavram sayesinde kalabalık yaşam alanlarını oluşturan kent hayatları, mevcut durumlarından akıllı hale geçerek kendi geleceğini kendi sağlayan bir konuma gelmektedir. Akıllı kent oluşumu, teknolojik gelişmeler, yenilikler ve sürdürülebilirlik kavramının beraber çalışması sonucu küresel anlamda var olan her kenti etkileyen ve geleceğe ulaşma çabasında önem taşıyan bir konu olarak karşımıza çıkmaktadır. Özellikle son yıllarda küresel anlamda akıllı kentler oluşturabilmek için yoğun araştırmalar, uygulamalar ve çalışmalar yapılmaktadır. Ancak Türkiye’de bu anlamda kendini geliştirmiş bazı kentler dışında akıllı kentler oluşturabilmek için geliştirilen akıllı uygulamalar pilot alanlarda sınırlı erişim ile kullanılmakta ve genele yaygınlaştırılamamaktadır. Çalışma kapsamında örneklem alan olarak seçilen Konya kenti; Türkiye’de akıllı uygulamalar ve sürdürülebilir yöntemler kullanarak kendini geliştiren ve akıllı kent olma sürecinde gelişim gösteren kentlerin başında gelmektedir. Bu çalışmada ele alınan akıllı kent uygulamalarının incelenmesi ve değerlendirilmesi ile bu tarz akıllı kent uygulamalarının çeşitlendirilmesi ve yaygınlaştırılması konusunda öneriler getirilmesi amaçlanmaktadır.

Young people are important to cities, bringing skills and energy and contributing to economic activity. New technologies have led to the idea of a smart city as a framework for city management. Smart cities are developed from the top-down through government programmes, but also from the bottom-up by residents as technologies facilitate participation in developing new forms of city services. Young people are uniquely positioned to contribute to bottom-up smart city projects. Few diagnostic tools exist to guide city authorities on how to prioritise city service provision. A starting point is to understand how the youth value city services. This study surveys young people in Braamfontein, Johannesburg, and conducts an importance-performance analysis to identify which city services are well regarded and where the city should focus efforts and resources. The results show that Smart city initiatives that would most increase the satisfaction of youths in Braamfontein  include wireless connectivity, tools to track public transport  and  information  on city events. These  results  identify  city services that are valued by young people, highlighting services that young people could participate in providing. The importance-performance analysis can assist the city to direct effort and scarce resources effectively.

The smart city concept, in which data from different systems are available, contains a multitude of critical infrastructures. This data availability opens new research opportunities in the study of the interdependency between those critical infrastructures and cascading effects solutions and focuses on the smart city as a network of critical infrastructures. This paper proposes an integrated resilience system linking interconnected critical infrastructures in a smart city to improve disaster resilience. A data-driven approach is considered, using artificial intelligence and methods to minimize cascading effects and the destruction of failing critical infrastructures and their components (at a city level). The proposed approach allows rapid recovery of infrastructures’ service performance levels after disasters while keeping the coverage of the assessment of risks, prevention, detection, response, and mitigation of consequences. The proposed approach has the originality and the practical implication of providing a decision support system that handles the infrastructures that will support the city disaster management system—make the city prepare, adapt, absorb, respond, and recover from disasters by taking advantage of the interconnections between its various critical infrastructures to increase the overall resilience capacity. The city of Lisbon (Portugal) is used as a case to show the practical application of the approach.

BACKGROUND: Nowadays, the growth of smart cities is enhanced gradually, which collects a lot of information and communication technologies that are used to maximize the quality of services. Even though the intelligent city concept provides a lot of valuable services, security management is still one of the major issues due to shared threats and activities. For overcoming the above problems, smart cities’ security factors should be analyzed continuously to eliminate the unwanted activities that used to enhance the quality of the services. OBJECTIVES: To address the discussed problem, active machine learning techniques are used to predict the quality of services in the smart city manages security-related issues. In this work, a deep reinforcement learning concept is used to learn the features of smart cities; the learning concept understands the entire activities of the smart city. During this energetic city, information is gathered with the help of security robots called cobalt robots. The smart cities related to new incoming features are examined through the use of a modular neural network. RESULTS: The system successfully predicts the unwanted activity in intelligent cities by dividing the collected data into a smaller subset, which reduces the complexity and improves the overall security management process. The efficiency of the system is evaluated using experimental analysis. CONCLUSION: This exploratory study is conducted on the 200 obstacles are placed in the smart city, and the introduced DRL with MDNN approach attains maximum results on security maintains.
