AbstractThe Scaled Agile Framework (SAFe) is a framework for scaling agile methods in large organizations. We have found several experience reports and white papers describing SAFe adoptions in different banks, which indicates that SAFe is being used in the banking industry. However, there is a lack of academic publications on the topic, the banking industry is missing in the scientific reports analyzing SAFe transformations. To fill this gap, we present a study on the main challenges with a SAFe transformation at a large full-service bank. We identify the challenges in the bank under study and compare the findings with experience reports from other banks, as well as with research on SAFe transformations in other domains. Many of the challenges reported in this paper overlap with the generic SAFe challenges, including management and organization, education and training, culture and mindset, requirements engineering, quality assurance, and systems architecture. However, we also report some novel challenges specific to the banking domain, e.g., the risk of jeopardizing customer relations, stability, and trust of external stakeholders. This study validates several SAFe-related challenges reported in previous work in the banking context. It also brings up some novel challenges specific to the banking industry. Therefore, we believe our results are particularly useful to practitioners responsible for SAFe transformations at other banks.

The implementation of ASN competency development is closely related to the quality of education and training provided by the Educational Institution (Lemdik). The National Institute of Public Administration (NIPA) as the agency assigned the task of fostering the implementation of education and training for ASN employees has conducted quality assurance to ensure the implementation quality of the education and training. Even though quality assurance has been carried out routinely, training problems still arise. This study aims to analyze the implementation of accreditation as a quality assurance process carried out by Educational Institutions. This research was conducted using qualitative descriptive method with data collection techniques through document review, FGDs, and in-depth interviews. The results of the study showed that the implementation of accreditation has not been able to portray aspects of leadership and organizational commitment as part of quality assurance. The results of the study found that the fulfillment of data and information in the implementation of accreditation had not been carried out routinely. From these findings, the results of the study recommended that the quality assurance process must be viewed from the management cycle. Besides, there also needs an improvement in data and information management systems. Keywords: State Civil Apparatus (ASN), Quality Management, Accreditation, Competency Development Abstrak Pelaksanaan pengembangan kompetensi ASN berkaitan erat dengan kualitas penyelenggaraan diklat yang diberikan oleh Lembaga Pendidikan (Lemdik). Lembaga Administrasi Negara (LAN) sebagai instansi yang diberikan tugas dalam membina pelaksanaan pendidikan dan pelatihan pegawai ASN telah melakukan penjaminan mutu untuk menjamin kualitas penyelenggaraan diklat. Meskipun penjaminan mutu telah dilaksanakan secara rutin, tetapi permasalahan diklat masih sering muncul. Penelitian ini bertujuan menganalisis pelaksanaan akreditasi sebagai proses penjaminan mutu yang dilakukan oleh lemdik. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui telaah dokumen dengan memanfaatkan berbagai dokumen terkait proses akreditasi tahun 2019, FGD, dan wawancara mendalam. Hasil studi menunjukkan bahwa pelaksanaan akreditasi belum mampu memotret aspek kepemimpinan dan juga komitmen organisasi sebagai bagian dari penyelenggaraan penjaminan mutu. Hasil kajian menemukan pemenuhan data dan informasi dalam pelaksanaan akreditasi belum dilakukan secara rutin sehingga menyebabkan data dan informasi yang diberikan cenderung disiapkan hanya untuk keperluan akreditasi. Dari dua temuan ini, hasil kajian merekomendasikan bahwa proses penjaminan kualitas harus dilihat dari siklus manajemen, serta perlu penambahan data dan informasi yang mencerminkan aspek kepemimpinan, integritas dan komitmen pegawai. Selain itu, perlu ada perbaikan sistem pengelolaan data dan informasi untuk menjamin bahwa data yang diunggah benar-benar mencerminkan aktivitas dan penjaminan kualitas di setiap tahapan. Message of Support from Mrs GNM Pandor,Minister of Higher Education and Training Internationally there is a scarcity of peer-reviewed academic publications that are specifically intended to promote and disseminate scholarly research into post-school TVET and Adult and Continuing Education and Training. The first edition of the Journal of Vocational, Adult and Continuing Education and Training and its focus on the African continent and the global South is thus timely and most welcome. The enormous importance of the TVET, Adult and Continuing Education sector to the social and economic wellbeing of our people is not disputed. However, there has been an absence of a credible and quality publication to promote scholarly debate in the field. I am hopeful that this Journal of Vocational, Adult and Continuing Education and Training will provide such a platform for the theoretical and conceptual understanding of this sector. I hope also that the Journal will provide a platform for a rigorous and sound analysis of the implementation of the analyses of the scholars that will be published in the Journal. I welcome the first edition of the Journal of Vocational, Adult and Continuing Education and Training and look forward to the interdisciplinary and globally comparative publications that will assist policymakers, practitioners, researchers and scholars to contribute to and enhance the understanding of this important sector. Technical and vocational education and training (TVET) makes a significant contribution to economic competitiveness in a knowledge-based economy. The main challenge for vocational education and training is to meet the changing skill needs in the labour market. In order to balance labour market supply and demand by constantly diversifying TVET customer base, it is necessary to increase the key role played by vocational education and training in economic competitiveness and social inclusion. The considerable economic growth in Mongolia does not have a positive impact on the creation of new jobs and poverty reduction. This implies that the Mongolian education sector was unable to produce required knowledge and skills to be employed. At the system and institutional levels, the management has changed frequently, the policy continuity and consistency are weak. The TVET and curriculum standards are not developed, validated and approved. The multi-faceted, multi-ownership and relatively accessible TVET system became reality in Mongolia. The main factor to increase the economic competitiveness is the quality of in the TVET sector. Thus, the quality assurance is a comprehensive system for evaluating outcomes and achievement of the core objectives of the TVET system, making adjustments, if necessary, and improving a rationale for management decisions.
