In order to solve the shortcomings of the landslide monitoring technology method, a set of landslides monitoring and early warning system is designed. It can achieve real-time sensor data acquisition, remote transmission and query display. In addition, aiming at the harsh environment of landslide monitoring and the performance requirements of the monitoring system, an improved minimum hop routing protocol is proposed. It can reduce network energy consumption, enhance network robustness, and improve node layout and networking flexibility. In order to realize the remote transmission of data, GPRS wireless communication is used to transmit monitoring data. Combined with remote monitoring center, real-time data display, query, preservation and landslide warning and prediction are realized. The results show that the sensor data acquisition system is accurate, the system is stable, and the node network is flexible. Therefore, the monitoring system has a good use value.

All disasters experienced by Indonesia in the last years has developed anawareness of the fragility and vulnerability. At this time, the disastermanagement is currently insufficient anymore. The disaster management gain anew dimension with UU 24/ 2007 and followed some related regulations.Mitigation program implemented by BPBD Banjarnegara includes Structuraland Non Structural Mitigation has been completed well. For example, disasterdatabase, installation of Early Warning System (EWS), information andsocialization, training and disaster simulation.In the future, mitigation will be focused on public education. Thegovernment should implement the hazard maps, environmental improvement,evacuation route, installation of low-cost EWS at all location, and relocation. inadditon, whole villages must become village disaster response (desa tanggapbencana).Key words : landslides; structural mitigation; non structural mitigation.

According to the actual situation of large range road disasters in seasonal frozen area, the road safety can reflect by the slope stability, the subgrade stability, the bridge safety and the ice(snow) on the road.The objective of this paper is to present a new monitoring and early-warning system, which can be used on the large range road in seasonal frozen area. The system consists of four parts, which are slope monitoring system, subgrade monitoring system, bridge monitoring system and ice(snow) monitoring system. In this system, the small world theory is used to build an IPv6 p2p network structure and semi-structured data is used to store any type of early-warning data. In addition, a bridge in western Changchun City in Jilin Province was selected as the case study example. Monitoring and early-warning results show that the system is stable and efficient , also can improve the scalability and reduce the dependence on central server in IPv6 network.
