Purpose The purpose of this paper is to identify how governance and accountability have been addressed in the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030. Design/methodology/approach The research is mainly based on the analysis of the SFDRR; scientific literature, particularly recent publications covering the SFDRR. The paper also takes into account grey literature. Findings The SFDRR does address issues of governance and accountability in disasters. However, more needs to be done to translate it into practice – particularly with regard to accountability. Originality/value The paper covers a topic that has not attracted considerable academic attention, despite the fact that the need to address accountability in disaster risk management, notably in DRR, has been generally acknowledged. By addressing governance and accountability in the most recent international DRR framework the paper adds value to the literature.

The recently concluded World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Japan and the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR) have set renewed priorities for disaster risk reduction (DRR) for the next 15 years. This framework is the main guiding instrument for Disaster Risk Management (DRM) within the scope of sustainable development and the eradication of poverty. Disaster management policies and practices should be based on an understanding of risks, not just on an ideological level. Gap and key challenges identified include Still weak coordination, cooperation and linkages among the sectors related to DRR, Lacks of skills in loss assessment and post disaster needs, lack of strategic research agenda, absence of consensus regarding terminology, and limited coordination between stakeholders. The aim of this study was to gain an understanding of why disaster risk reduction efforts undertaken by regional policy often fail to improve future disaster responses. These findings can be used to help guide to improve regional policy in disaster risk reduction processes. This research is a systematic review study by collecting articles that are relevant to International Journal of Disaster Risk Science. From the analysis, we found that all four priorities for action in the Sendai Framework are relevant to Disaster Risk Management (DRM) field as follows: 1). Understanding disaster risk; 2). Strengthening disaster risk governance to manage disaster risk; 3). Investing in disaster risk reduction for resilience and 4). Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction.

U skladu sa opštim načelima datim kroz Sendai i Hjogo konvencije u oblasti upravljanja rizici-ma u uslovima katastrofa (Hyogo and Sendai Framework for Disaster Risk Management) izazvanim prirodnim i antropogenim faktorima, na teritoriji opštine Obrenovac sprovedeno je istraživanje spremnosti zdravstvenih ustanova da odgovore na potencijalne industrijske akcidente. Lokalne zdravstvene ustanove su javni objekti koji predstavljaju prvi nivo u hijerarhiji pružanja pomoći lokalnom stanovništvu u slučaju industrijskih hazarda manjih ili većih razmera. S tim u vezi, stepen njihove opremljenosti predstavlja imperativ u upravljanju rizicima od katastrofa na nekom području. Kroz istraživanje indeksa bezbednosti lokalne zdravstvene ustanove u Obrenovcu (doma zdravlja) utvrđene su postojeće mogućnosti za odgovor na industrijske katastrofe i dat predlog mera koje bi trebalo sprovesti u cilju unapređenja kvaliteta usluga u slučaju akcidenata. Kroz rad će biti prikazana metodologija u oblasti definisanja otpornosti zdravstvenih objekata, kroz utvrđivanje indeksa bezbed-nosti bolnica (hospital safety index), propisanog od strane Svetske zdravstvene organizacije, mogućnost primene ove metode evaluacije na zdravstvenim ustanovama u Srbiji, prezentovani rezultati istraživanja i dat predlog mera za prevazilaženje organizacionih, tehničkih i arhitekonsko-građevinskih problema u objektima zdravstvene ustanove u Obrenovcu.
