PurposeThe purpose of this study is to encourage graduate students to facilitate a participatory mapping activity with high school students, to have their voices heard in the disaster risk reduction (DRR) agenda.Design/methodology/approachA participatory mapping, youth-led session, was conducted with 22 high school students, where they had to identify flood and landslide-prone areas. Then, they were asked to propose and plan DRR measures in collaboration with local partners in São Luiz do Paraitinga, Brazil.FindingsThe participatory method engaged the graduate students and the high school students in the DRR debate, allowing them to map hazards and vulnerabilities, and to discuss five incubation projects for enhancing DRR in the city.Originality/valueThis research highlights the importance of involving young people in DRR formulation and planning to build local capacities in younger generations. The outputs were shared with the local civil defense and a local non-governmental organization (NGO), who suggested recommendations to improve the five incubation projects.

PurposeRethinking participation in disaster research and practice could be facilitated when practitioners are provided with opportunities to pause and reflect deeply on their work outside of the context of their own individual projects and organizational networks. The article draws from an extended collaboration between researchers from multiple countries and disciplines in a working group, which aimed at exploring ethics, participation and power in disaster management.Design/methodology/approachUnder responsible engineering science and technology for disaster risk management, the authors undertook weekly meetings over four months to discuss various facets of adopting participatory methods in their individual projects in Nepal, India, the Philippines and the USA. The article develops a critical reflection of practice using an auto-ethnographical and poly-vocal approach.FindingsThe voluntary, digital, sustained, unstructured, recurring and inter-disciplinary characteristics of the authors' working group created an opportunity for researchers and practitioners from different fields and different national, cultural and linguistic backgrounds to come together and collectively issues related to participation, ethics and power.Research limitations/implicationsIn the paper, the authors do not offer a systematic evaluation of what was a fairly unique process. The paper offers no evaluation of the working group or others like it that focus on questions of replicability, scale and sustainability.Originality/value To the best of the authors' knowledge, the current work is a unique paper that focuses on situating multi-disciplinary practice within disaster risk management (DRM) and enhancing networks, capacities and expertise for professional education for engineers, physical and social scientists who are involved in research and practice. The polyvocal character of the presentation will help readers access the particular experiences of the participants, which reflect the deeply personal character of the subject matter.

PurposeThe neoliberal resilience discourse and its critiques both contribute to its hegemony, obscuring alternative discourses in the context of risk and uncertainties. Drawing from the “ontology of potentiality”, the authors suggest reclaiming “resilience” through situated accounts of the connected and relational every day from the global south. To explore alternate possibilities, the authors draw attention to the social ontology of disaster resilience that foregrounds relationality, intersectionality and situated knowledge.Design/methodology/approachQuilting together the field work experiences in India, Indonesia, Nepal, Chile and Andean territories, the authors interrogate the social ontologies and politics of resilience in disaster studies in these contexts through six vignettes. Quilting, as a research methodology, weaves together various individual fragments involving their specific materialities, situated knowledge, layered temporalities, affects and memories. The authors’ six vignettes discuss the use, politicisation and resistance to resilience in the aftermath of disasters.FindingsWhile the pieces do not try to bring out a single “truth”, the authors argue that firstly, the vignettes provide non-Western conceptualisations of resilience, and attempts to provincialise externally imposed notions of resilience. Secondly, they draw attention to social ontology of resilience as the examples underscores the intersubjectivity of disaster experiences, the relational reaching out to communities and significant others.Originality/valueDrawing from in-depth research conducted in six disaster contexts by seven scholars from South Asia, South America and Northern Europe, the authors embrace pluralist situated knowledge, and cross-cultural/language co-authoring. Thus, the co-authored piece contributes to diversifying disaster studies scholarship methodologically.

PurposeThe purpose of the paper is to challenge and address the limitations of the traditional system of knowledge production that is embedded in disaster and climate change research studies, and research studies in general. It argues that knowledge production in research processes conforms to colonialist thinking or west-inspired approaches. Such a system often results in the omission of crucial information due to a lack of participation, inclusion and diversity in knowledge production.Design/methodology/approachThe paper proposes practices and recommendations to decolonise knowledge production in disaster and climate change research studies, and research studies in general. It provides a brief literature review on the concepts of decolonisation of knowledge and epistemological freedom, and its origins; assesses the need for knowledge decolonisation, emphasising on the integration of local knowledge from grassroots women-led initiatives in instances where disasters and crises are being investigated in vulnerable communities, especially in the Global South; and finally the paper proposes to decolonise knowledge production through activating co-learning and co-production. The practices have been developed from the work of relevant authors in the field and case studies.FindingsThrough a brief literature review on previous discourses on the topic of knowledge decolonisation and analysis of recent case studies on disaster and crisis management and community resilience, the paper finds that there exists a lack of pluralism and inclusion in epistemology which limits the pursuit to obtain the whole truth in the production of knowledge in research studies.Originality/valueThis paper adds to the discussion of decolonisation of knowledge in the field of disaster and climate change research studies, and research processes in general. It provides in-depth analyses of recent case studies of emerging community resilience and local practices that were crucial in the face of the coronavirus disease 2019 (COVID-19) crisis.

PurposeThe growing prominence of disaster research has also prompted vibrant discussions about the motivation and ethical conduct of disaster researchers. Yet, the individual researchers' aspirations and aims, together with the challenging and changing circumstances under which one undertakes disaster research have received relatively scant attention. Drawing on the author’s personal experience of becoming a disaster researcher under the unexpected humanitarian crisis following the 2015 Nepal earthquakes, this paper seeks to contribute to the debates surrounding the role of reflexivity and ethical sensitivity in doing disaster research under the climate of uncertainty.Design/methodology/approachThe paper draws on the author’s reflections and vignettes to highlight the author’s experience of becoming a disaster researcher, and my trajectory of navigating the complex terrain of fieldwork.FindingsThe paper underscores how the process of becoming a disaster researcher was closely intertwined with and shaped by my concerns and care for the disaster-affected communities. The paper argues that doing contextually relevant and ethically sensitive research is not a static target. It demands constant reflexivity and improvisation, in response to the unpredictable real-world conditions of disasters. Instead of aiming to tame such uncertainty, disaster researchers may benefit from appreciating and embracing uncertainty as a major facet of its epistemological distinctiveness.Originality/valueThe paper contributes to the ongoing efforts in advancing methodological reflection and innovation in disaster research. In so doing, the paper is expected to aid early-career researchers who are often faced with ethical and practical dilemmas of doing fieldwork.

PurposeThis paper explores ontological assumptions of disasters and introduces some concepts from Chinese disaster scholarship. The authors suggest an approach to explore and engage with different ontologies of disaster without direct comparison, that can further interdisciplinary and cross-cultural collaboration.Design/methodology/approachBy reviewing the academic literature and focussing on two recent key translational texts by Chinese scholars, the authors show what can be revealed about ontology and the potential influence on thinking about human-environment interactions and disaster risk reduction (DRR) policy.FindingsIn Chinese disaster studies, the goal of a “harmonious human-environment relationship” is a foundational concept. There is a clear hierarchical and ontological distinction between humans and the natural ecological system viewed as an integrated whole, with underlying rules that can be discovered by scientific research to enable management of a harmonious relationship.Practical implicationsThe authors suggest a practical way to begin with the following questions: What is the societal goal/aim? What is nature? What is society? How do these interact to create disasters? And what are the implications for DRR research and practice? The authors also demonstrate the importance of probing and understanding the underlying ontologies that are the foundation for theory, which in turn is the foundation for policy and action.Originality/valueIdentification of ontological differences in interdisciplinary and cross-cultural research collaborations and working across these boundaries is challenging and rarely questioned. Yet, as demonstrated here, considering ontological assumptions of the causes of disaster, within and across cultures and disciplines, is essential for collaboration and further research.

PurposeCultural heritage, specifically built heritage – including monuments, urban ensembles, religious and palatial complexes – has emerged as a central focus of tensions and negotiations within the post-disaster recovery landscape in Nepal following the 2015 Gorkha Earthquake. This not only reflects a growing recognition of heritage within international disaster risk management frameworks, but also responds to the critical role played by heritage at national, regional and local levels. The paper aims to examine the entangled realities of “local” and “global” operating in ongoing reconstruction of built heritage in Bhaktapur, Nepal.Design/methodology/approachThe paper is an account of reconstruction practices observed in Bhaktapur between 2018 and 2020. It is based on data collected by layering ethnographic methods with textual and historical analysis. In seeking to analyse manifestations of global and local, the author presents reflections from fieldwork carried over seven months in Bhaktapur and describes the micro-politics enacted out between researcher, heritage custodians, translators, intermediaries and participants.FindingsReconstruction of built heritage in Bhaktapur negotiates between developmentalist-paradigms of post-disaster recovery, heritage conservation discourses as well as religious and quotidian practices of care. It is simultaneously informed by global institutions and policy and local politics and aspirations that operate in constant tension and negotiation.Originality/valueThe current study responds to the call for reframing research agendas and practices set out in the Disaster Studies Manifesto by critically engaging with ideas of local and global. The study builds on the growing body of research linking heritage with disaster risk management.

PurposeMy research is a study of forest fires that occurred near the Atikamekw community of Wemotaci (Quebec, Canada). This article focuses on the gendered aspects of two forest fire situations experienced by the people of Wemotaci, as I realized during fieldwork that men and women had different experiences and roles during the fires that did not seem to be valued the same. As a result, I decided to mobilize Indigenous feminist theories to understand the entanglement of multiple oppressions especially colonialism and the patriarchy in disaster situations.Design/methodology/approachI used interviews, participant observation and focus-groups during several stays in Wemotaci. I drew on methodologies developed by Indigenous researchers who aim to decolonize research. In this approach, I built respectful relationships with participants, conscious that I was part of the network I was studying.FindingsThis research reveals the importance in disaster research to adapt our methodology to the participants realities while factoring our positionality in. More specifically, I show how the use of an Indigenous feminist perspective allows me to understand how patriarchal-colonialism manifests during forest fire situations intertwined with traditional Atikamekw gender roles. This understanding makes it possible to see ways of managing and studying disasters that challenge systemic oppressions by rethinking the notion of vulnerability and making space for Indigenous people agency, knowledge and experiences.Originality/valueThe use of a feminist framework in this male-dominated field is still innovative, especially mobilizing a feminist approach that is consistent with the participants' realities while acknowledging the researcher's positionality which translate here in the use of Indigenous feminist theories.

PurposeThe paper aims to call attention to issues that may be missing or taken for granted in discourses on migrants and disasters by applying the author’s viewpoint to reflect on gaps and potentials for disaster risk reduction.Design/methodology/approachThe author discusses key issues based on reflective engagement with selected secondary documentation in the form of grey and scholarly literature. Personal perspectives are engaged to develop arguments on intersections that are relevant to the migrant situation in different frameworks in disaster studies.FindingsWhile migrants are considered significant stakeholders in key global agreements on disaster and migration, encounters with disaster literature from a more localised level reveal how references to the migrant sector can be omitted or racialised. This gap can be filled by searching for documentation of migrant strengths and vulnerabilities. However, further reflection demonstrates how adopting broader perspectives can reveal these strengths and vulnerabilities as part of more appropriate and sustainable disaster risk reduction strategies. The paper also shows how such reflections can be led by insights from migrants themselves, not as subjects to be managed but as agents of their own change.Originality/valueThe paper is distinctive because it shows aspects of migrant strengths and disadvantages from a personal viewpoint. It amplifies less-heard perspectives on a conceptual level as well as in actual practice.

PurposeThe plethora of contributions to social learning has resulted in a wide range of interpretations, meanings and applications of social learning, both within and across disciplines. However, advancing the concept and using social learning methods and tools in areas like disaster-shocks requires interdisciplinary consolidation of understandings. In this context, the primary focus of this paper is on the contributions of social learning to disaster risk reduction (DRR).Design/methodology/approachBy applying a three-round policy Delphi process involving 18 purposefully selected scholars and expert-practitioners, the authors collected data on the meanings of social learning for two groups of professionals, DRR and social-ecological resilience. The survey instruments included questions relating to the identification of the core elements of social learning and the prospects for enhancing social-ecological resilience.FindingsThe results revealed strong agreement that (1) the core elements of social learning indicate a collective, iterative and collaborative process that involves sharing/networking, changes in attitudes and knowledge and inclusivity; (2) social learning from disasters is unique; and (3) linkages between disciplines can be built by promoting interdisciplinarity, networks and knowledge platforms; collaboration and coordination at all levels; and teaching and practicing trust and respect. Social learning is useful in preparing for and responding to specific disaster events through communication; sharing experience, ideas and resources; creating synergies for collective action and promoting resilience.Research limitations/implicationsThe policy Delphi process involved a limited number of participants to control the quality of the data. To the best of the authors’ knowledge, this paper is the first of its kind to identify the core elements of social learning, specifically, in the disaster-shock context. It also makes significant contributions to the interdisciplinary integration issues.Practical implicationsThe practical implications of this study are related to pre-disaster planning and mitigation through the application of social learning on disaster-shocks.Social implicationsThe social implications of this study are related to valuing social learning for the improvement of disaster planning, management, and policy formulation and implementation in reducing disaster risks.Originality/valueThe study provides a consensus view on the core elements of social learning and its role in DRR and resilience building. Relevant to all stages of DRR, social learning is best characterized as a collective, iterative and collaborative process. It can be promoted by enhancing networking and interdisciplinarity.
