Trade shocks and labour market resilience in Sub-Saharan Africa: Does the franc zone response differently?

Evidence from developed and developing countries indicates that there is significant gender segregation within the labour market, with women more likely to work in low-productivity sectors or less profitable businesses. This chapter looks at occupational segregation which significantly contributes to the earnings gender gap worldwide. The chapter studies the differences in outcomes for male and female enterprises and their sectors in sub-Saharan Africa, a region of high female labour market participation and entrepreneurship. Data on Uganda show that women breaking into male-dominated sectors make as much as men, and three times more than women staying in female-dominated sectors. Factors including entrepreneurial skill/abilities and credit/human capital constraints do not explain women’s sectoral choices. However, information about profitability of their small enterprises, male role models’ influence, and exposure to the sector from family and friends are critical in helping women circumvent or overcome norms undergirding occupational segregation.

This article analyses the labour market incorporation of migrants and second-generation minorities in France. Using the 2013–2017 French Labour Surveys and the 2014 adhoc module, we focus on labour market outcomes—activity, employment, occupation and subjective overqualification—and measure the gaps between ethnic minorities and the majority group by origins, generation and by gender. In order to elucidate the mechanisms behind these gaps and explain ethnic disadvantages for immigrants, we take into account different factors, such as education, and factors linked to migration—duration of stay in France, language skills, foreign qualifications, nationality—with additional controls for family, socioeconomic and contextual characteristics. We also investigate the returns to higher education among second-generation minority members compared to the majority population. We show large differences by country of origins, generation and gender. Across generations, most minority members have made clear progress in terms of access to employment and skilled jobs, but ethnic penalties remain for the descendants of North-Africa, Sub-Saharan Africa and Turkey. In contrast, Asian second-generation men and women encounter slight advantages in attaining highly-skilled positions. Controlling for tertiary degrees even increases the gap with majority members mostly in access to highly-skills jobs.

Purpose The purpose of this paper is to explore the relationship between advances in educational attainment on the one hand, and structural change in employment on the other, in four countries in Sub-Saharan Africa for selected periods. Design/methodology/approach The paper is based on a decomposition of changes in education intensity, which is complemented by an analysis of rates of return to education. For all countries the analysis is based on labour market microdata from nationally representative household surveys, and on economic data from national accounts. Findings It is demonstrated that if countries want to exploit structural change, levels of education need to rise. Low levels of education explain why the increase in educational attainment in Tanzania was barely sufficient to keep up with structural change in this country, and Mozambique would have been in the same situation if structural change would have occurred. In Ghana and Namibia, levels of educational attainment are much higher, and the paper demonstrates how education was used differently to accommodate structural change in these countries. Rates of return to education in all four countries appear consistent with patterns of education intensity. Research limitations/implications The analysis demonstrates that labour market monitoring should not be limited to (broad) sectoral aggregates. The analysis of more detailed breakdowns of employment is needed to gain insights into economies and labour markets of countries, including with regard to the role of education. Originality/value The paper is original in that an identical methodology is used in four African countries to decompose changes in education intensity, to relate these changes to employment patterns and to calculate rates of return to education. Although such work has been undertaken in individual countries, it is rarely done in a comparative way.
