Through the example of the Crown film Voices of Malaya (1948), this article examines interrelated postwar shifts in colonial history and British documentary cinema. Produced over three tumultuous years (1945–8) – in Malaya and England, with local film-makers and British documentarians – Voices of Malaya is a hybrid text torn between traditions of British documentary cinema and an emerging instructional, colonial cinema; between an international cinema for overseas audiences and a local cinema used within government campaigns and between an earlier ideal of empire and a rapidly changing, late liberal imperialism. The article challenges the traditional decline and fall narrative of the British documentary movement, as I examine the often overlooked ‘movement overseas’ of film-makers, practices and ideologies into the colonies after the war. In charting the emergence of the Malayan Film Unit, I examine the role of the British documentary movement in the formation of local postcolonial cinemas.

Accounts of liberalism as an ideology of European imperialism have argued that when liberals discovered that colonized people were, in various ways, intractable, they questioned and then abandoned the postulated universal human capacity for improvement; the racial and cultural determinants of native “backwardness” seemed stronger than any universal susceptibility to the civilizing projects of liberal imperialism. While the intellectual trajectory of some canonical liberals illustrates this decline in liberal universalism, some colonized intellectuals—while acknowledging distinctions of race and people-hood—adhered to the universalist optimism of liberalism. In pursuit of a global history of liberalism, this essay examines writings by Peter Jones, Charles Eastman, Zitkala-Sa, Apirana Ngata and William Cooper to illustrate a robust indigenous universalism. Drawing on the intellectual heritage of Christianity and universal (or “stadial”) philosophy of history, these intellectuals affirmed emphatically that their people were demonstrating the capacities to be subjects of liberal civilization.

This chapter considers processes of decolonization in Britain’s ‘empires’, incorporating discussion not just of the key dynamics and manifestations of decolonization in the colonial empire in India, Africa, the Caribbean and elsewhere, but also in Britain’s residual ‘informal’ empire in the Middle East, and in the ‘old’ Commonwealth countries of Australia, Canada, New Zealand and South Africa. The chapter argues that decolonization across these different contexts was driven by geo-political forces operating across the European empires, as the international order was reconfigured by two world wars, tilting power away from Britain and other European imperial powers. Stockwell nevertheless identifies elements of British imperial exceptionalism. She suggests that these were not to be found, as contemporaries liked to claim, in the form of a British liberal imperialism. Rather, Britain, which was at the centre of an empire larger than any other, retained a semblance of great power status, shaping British relations with the United States and Britain’s ambitions to exercise influence after empire.
