PARTY DISCIPLINE IN THE CHAMBER OF DEPUTIES

This chapter addresses two main aspects of Islamically framed social mobilization, with a particular focus on the protest dynamics that took place in the aftermath of the 2011 Arab uprisings in Tunisia. It outlines the evolution of such mobilizations over time, as state control of the political and religious field changed and as intra-religious competition was reshaped. In Tunisia, while institutionalized political Islam was mainly channeled through the pragmatic approach developed by Ennahda, Islamically framed social activism was nonetheless significantly influenced by the Salafi network centering on Ansar al-Sharia. The attractiveness of the Salafi discourse, particularly among young and disenfranchised protesters in the aftermath of the Tunisian revolution, was that it offered immediate opportunities for action and for social recognition. Ultimately, Ansar al-Sharia failed to institutionalize their influence and to shape the patterns of democratization in the country, primarily because they could not agree between themselves on a political agenda, and because they could not impose party discipline on their youthful new supporters. The rapid grass-roots mobilization that underpinned the rise of the Salafi movement created a situation of hubris and was quickly followed by demobilization when the state used the security apparatus to repress activities that were seen as a threat to the newly established democratic system.

Abstract The authority of political leaders in Bangladesh rests on diverse qualities, not least of which are the muscle and finance they can mobilize, and the relationships they can craft with senior party members. These are utilized to confront rivals both within and outside their own party. In some instances, the intensity of intra-party competition can be so severe that a further quality emerges: the capacity to find allies among enemies. Building local inter-party alliances can bolster the authority of politicians, yet be to the detriment of party coherence. This argument is developed through an analysis of mayoral and parliamentary elections held in the past decade in a small Bangladeshi city, where a ruling party member of parliament (MP) and opposition mayor appear to have developed such a relationship. This has thwarted the electoral ambitions of their fellow party members and has posed a serious challenge to party discipline. While political competition is often seen as being either inter- or intra-party, here it is focused around inter-party alliances. This portrayal suggests we need to give greater emphasis to the decentralized and local character that political authority can take in Bangladesh.

Are men and women legislators equally loyal to their parties? We theorize that parties select candidates based on gendered criteria, leading to the (s)election of more disciplined women. Moreover, we argue that gendered expectations about proper behavior limit women legislators’ ability to act independently from their parties. Using surveys from over 800 parliamentarians across 17 African legislatures, we find that women report significantly higher levels of party discipline than do their men copartisans. From this survey data and new legislative speech data, we also find support for our proposed causal mechanisms. Further, we find that among women parliamentarians, party discipline is negatively correlated with the prioritization of womens rights. A qualitative case study of the Namibian Parliament illustrates our findings. We discuss the implications of our results for women’s legislative effectiveness, for the substantive representation of women’s interests in policy making, and for the continued democratization of emerging party systems.
