Abstract Through the lens of the multinational staff of the Chinese Maritime Customs Service (CMCS), this article argues that a technocratic programme of reconstruction evolved in the Nationalist government's wartime efforts on post-war planning, which refashioned a cadre of foreign (semi-)colonial-era experts into technocrats serving a sovereign state. This episode, in which the weakened Customs Service reclaimed its significance for the Chinese state, occurred in China's wartime capital, Chongqing. After the abrogation of the so-called ‘unequal treaties’ with foreign powers in January 1943, China entered a post-treaty era, and the question of retaining long-serving foreign Customs Service employees perplexed Nationalist leaders. Eventually, China's huge post-war need for foreign expertise, networks, and imports led to a moderate staff reorganization of the CMCS, with foreign technocrats being kept on and other bureaucrats either shifted to advisory positions or being forced to retire. Technical expertise provided a new guise for the European and American presence in post-imperialist China. Taking the rehabilitation of coastal lighthouses as an example, this article demonstrates the significance of foreign technocrats to the Chinese state during the last phase of the Sino-Japanese War and in its immediate aftermath. In showing the ambition and preparations of the Nationalist government for a post-war era, this article corrects a narrative of an all-out collapse of the Nationalist government from the mid-1940s. The wartime evolution of the Customs Service further highlights the growing importance of technocrats in the decolonizing world.

Abstract This article explores the anthropometric survey of 5,000 Tibetans by the ethnographer HRH Prince Peter of Greece and Denmark in the northeast Indian Himalayan town of Kalimpong in the 1950s, as part of the Third Danish Expedition to Central Asia. In the context of the crisis created by the Chinese incursion into Tibet in 1950, which pushed thousands of Tibetans into India, stationary field anthropometry, rather than a mobile expedition, became Prince Peter's principal entry into Tibetan worlds. This article explores the scientific paradigms underpinning his anthropometric survey at a time when anthropology had seemingly moved on theoretically and ethically, the historical conditions and contingencies of Prince Peter's research, and the survey's representations of Tibetan peoples and places. We argue that, while Prince Peter's understanding was in essence primordialist, linking particular peoples to particular places, in practice he took a more modernist approach to ‘Tibetaness’ as contingent upon historical processes. The article concludes by reflecting on the potential significance of this vast and unique collection of historic anthropometric data for Tibetans today.

Abstract This article compares the ideas, connections, and projects of two South Asian figures who are generally studied separately: the Indian pan-Islamist Muhammad Barkatullah (1864–1927) and the Sinhalese Buddhist reformer Anagarika Dharmapala (1864–1934). In doing so, I argue that we can understand these two figures in a new light, by recognizing their mutual connections as well as the structural similarities in their thought. By focusing on their encounters and work in Japan, this article demonstrates how Japan—particularly after defeating Russia in the Russo-Japanese War in 1905—had become a significant site for inter-Asian conversations about world religions. Importantly, exploring the projects of Barkatullah and Dharmapala makes visible the fact that, from the late nineteenth century until the outbreak of the First World War, religion played a central role—alongside nationalism, race, and empire—in conversations about the possible futures of the international order.

Abstract Much of the literature on India's nuclear programme assumes that China's nuclear capability drove New Delhi, the strategically weaker actor, to pursue a nuclear weapons capability. China's nuclear tests not only rendered New Delhi militarily insecure and dented its claim for the leadership of the Third World but they also polarized the domestic debate over the utility of the bomb. In the global scheme of nuclear proliferation, therefore, India was just another fallen nuclear domino. Marshalling recently declassified documents, this article revisits India's nuclear behaviour during the crucial decade between 1964 and 1974. By focusing on threat assessments made at the highest levels and internal deliberations of the Indian Government, this article shows how, contrary to the claims made in the literature, Indian decision-makers did not make much of the Chinese nuclear threat. This conviction emanated out of their distinct reading of the purpose of nuclear weapons in China's foreign and military policy; their perceptions of how India could achieve nuclear deterrence against China by using the bipolar international politics of the Cold War; and, finally, their understanding of the political costs of developing an indigenous nuclear response to China's nuclear threat. New Delhi's nuclear restraint resulted from its perceptions of Chinese nuclear intentions and its beliefs about the purpose of the bomb in Sino-Indian relations. India's perceptions of China as a nuclear adversary and its decision-makers’ views on the purpose of nuclear weapons in this rivalry were fundamentally different from the expectations set out by the domino theory of nuclear proliferation.

Abstract This article rethinks how we understand religious reform under colonial rule by examining Maharaja Duleep Singh, the deposed ruler of the Sikh empire, and how the Singh Sabha, a Sikh reform movement, debated, deployed, and organized around him in the late nineteenth century. I demonstrate how religious reform was a site of intense conflict that reveals the processes of argumentation within the contours of a tradition, even as the colonial state sought to continually mediate the terms. Embedded within a frame of inquiry provided by the Sikh tradition, the contestations that constituted reform within the tradition remained intimately tied in with the question of sovereignty. Ranjit Singh's empire in Panjab had only been annexed 30 years earlier in 1849 and remained a central reference point for thinking about the political at the turn of the century. These debates surrounding Duleep Singh, therefore, disclose the contentious engagements within a tradition that cannot be reduced to binary designations such as colonial construct/indigenous inheritance or religious/political.

Abstract The role of skills has been eclipsed in the transition from an agrarian-craft economy rooted in hand-labour in small households to a modern political economy where productive work takes place outside the household, in offices and factories. Yet the ideological erasure of skilled work should not be confused with its actual disappearance. Precisely because such work was typically construed as private and unimportant, the embedded hierarchies and skills that shaped the handloom weaving industry in the North Indian province of United Provinces under colonial rule could escape systematic conversion to capitalist structures. Skill as human capital constituted the capitalist labour processes in the modern handloom industry, not as an abstract act, but as a historical experience. Handloom workers were reproduced, generationally, socially, and hierarchically, through the passing on of skilled labour within the unorganized informal sector of handloom weaving. Thus the stuff of community skills should move beyond its projection as either ‘endangered’ or ‘regressive’ to explore its access to capitalist structures and the exploitative networks that contain, transmit, and enable the production of skills.

Abstract Despite the existence of a large Indian diaspora, there has been relatively little scholarly attention paid to India's relations with overseas Indians after its independence in 1947. The common narrative is that India abruptly cut ties with overseas Indians at independence, as it adhered to territorially based understandings of sovereignty and citizenship. Re-examining India's relations with Indian communities in Ceylon and Burma between the 1940s and the 1960s, this article demonstrates that, despite its rhetoric, independent India did not renounce responsibility for its diaspora. Instead, because of pre-existing social connections that spanned the former British empire, the Government of India faced regular demands to assist overseas Indians, and it responded on several fronts. To understand this continued engagement with overseas Indians, this article introduces the idea of ‘post-imperial sovereignty'. This type of sovereignty was layered, as imperial sovereignty had been, but was also concerned with advancing norms designed to protect minority communities across the world. India’s strategy to argue for these norms was simultaneously multilateral, regional, and bilateral. It sought to use the United Nations, the Commonwealth, and the 1947 Asian Relations Conference to secure rights for overseas Indians. As those attempts failed, India negotiated claims for citizenship with governments in Burma and Ceylon, and shaped the institutions and language through which Indians voiced demands for their rights in these countries. Indian expressions of sovereignty beyond the space of the nation-state, therefore, impacted on practices of citizenship, even during the process of de-recognition in Asia.
