Mr. Frédéric Siordet recently celebrated his seventieth birthday. On that occasion the International Committee, of which he is an honorary member, awarded him its Silver Medal as a testimony of profound gratitude. It was presented to him on 9 December 1970 at an informal ceremony attended by his colleagues.

As a mark of its deep gratitude to Mr. Hans Bachmann, who was recently nominated an honorary member, the ICRC has awarded him its silver medal. Mr. Bachmann was presented with the medal on 7 April 1976 at an informal meeting. In his address of thanks to his fellowmembers, he said:“When,early in 1942, Carl-J. Burchkardt agreed that I should join the International Committee as a novice—who had everything to learn— it proved to be a major blessing in my life ! The extraordinary personality of this exceptional man, the warmth of his heart, his sense of true proportions, his perspicacity in judging men and events—everything in him added up to make him a master who guides us through the whole course of our existence. His conception of the mission of the Red Cross— simple and effective provision of aid to those in distress—was in keeping with what he himself deeply felt. He placed the high competence he had acquired as a diplomat entirely at the service of a humanitarian task, and he believed that the art of diplomacy had to be performed with that same instinct with which natives found their way through virgin forests.

Upon Mr. René Dovaz' resignation at the end of 1963 from his office as Director of Radio-Genève, when he also retired as Broadcasting Adviser to the ICRC, the International Committee desired to express to him, in the course of an informal meeting held in February, its profound appreciation and also to present him with the institution's silver medal.

At its meeting on 15 December 1988, the Assembly of the International Committee of the Red Cross made the following appointments to take effect on 1 January 1989:• Mr. Richard Pestalozzi, a member of the ICRC since 1977 and a member of the Executive Board, retired on reaching the age limit and was made an Honorary Member of the ICRC.• Mr. Dietrich Schindler, a member of the ICRC since 1980, was re-elected for a third term and Mr. Pierre Keller, a member of the ICRC since 1984, was re-elected for a second term.

On 2 September 1984, Mr. Jean Pictet celebrated his seventieth birthday; his family, friends and colleagues congratulated him and conveyed their good wishes.Mr. Pictet joined the ICRC as legal secretary in 1937. He was later appointed Director, then Director-General; he became a member of the International Committee in 1967 and a Vice-President in 1971. Having reached retirement age, he stepped down in 1979 after 42 years of service, but remained a member of the Assembly.

The ICRC learnt with very deep sorrow of the death on 18 March 1986 of Mr. Roger Gallopin, honorary member and former President of the Executive Board of the institution. In him the International Committee has lost one of its most faithful and lifelong servants.He was 27 years old when he joined the ICRC in 1936. A young Doctor of Laws and author of a thesis on the Anglo-Irish conflict, he seemed destined for a brilliant carreer in law. And indeed his main activity consisted initially in making preparations, with one of his colleagues, for the Diplomatic Conference for the Revision of the Geneva Conventions which was due to be held in 1940 and which the outbreak of hostilities then postponed. His subsequent career revealed his talents as an organizer and diplomat.

At its meeting on 15 December 1982 the ICRC Assembly accepted the resignation of Mr. Harald Huber, Vice-President, who has reached retirement age. The President of the ICRC, Mr. Alexandre Hay, warmly thanked him on behalf of the International Committee, which appointed him an honorary member.

The International Committee has awarded its Silver Medal to one of its delegates, Mr. Roger Vust. It was during a plenary session on June 6, 1963 that Mr. Leopold Boissier gave him this souvenir in the name of the institution over which he presides.Mr. Vust has represented the ICRC since 1942 in Algeria where, from 1944 to 1945, as assistant to Dr. Wyss-Dunant, he visited the prisoners of war. At the same time he was constantly intervening with the Allied Military Authorities for the organization of relief convoys and the forwarding of civilian messages. From 1945 onwards, he was the head of the Delegation and up to 1947 he also attended to the repatriation of the seriously wounded and to the tracing of missing persons.

Miss Marjorie Duvillard, whose term of office as a member of the ICRC ended in December 1973, declined re-election as a member or honorary member owing to her heavy professional activities. At its meeting on 17 January 1974, the International Committee noted Miss Duvillard's decision with regret and expressed its warm gratitude for the notable services she had rendered the Red Cross.

Ambassador Paul Ruegger, who died in Florence on 9 August 1988 at the age of 91, was President of the International Committee of the Red Cross from 1948 to 1955 and continued to be an active member of the Committee from 1955 to 1973. Following his retirement to Florence in 1973 he still took a close interest in day-to-day international events, in particular those concerning the ICRC, of which he remained an honorary member.
