The Yellow River Basin is a major economic development area in China, and the high quality development of the basin still has great room for improvement. The coordinated development of energy, environment, economy and ecology is one of the keys to high quality development of the watershed. Aiming at the problem of energy, environment, economy and ecology restricting and promoting, this paper takes the nine provinces of the Yellow River as the research object, based on data from 2004 to 2017, through establishing the coupling coordination system of ecology, environment, economy and energy, using CRITIC method to study the characteristics of each subsystem of the basin in time and space. The results show that the score of energy, environment, economy and ecology is phased in time, and the level of compound coupling coordination is increasing year by year and the growth rate is obvious. The coupling coordination degree of the Yellow River basin has significant stage and regional characteristics in time and space, the coordination degree of the upper and middle reaches is higher than the coordination degree of the downstream coupling, but the difference between the three is gradually reduced with time.

Abstract Background:The high-quality development in the Yellow River Basin has to be fostered by the coordination of resources, environment, and economy. Therefore, conducting an analysis on the coupling level of resources, environment, and economy in the Yellow River Basin is of major significance to the research on its high-quality development path. Methods:Based on the data of the nine provinces in the Yellow River Basin from 2004 to 2017, a coupling development model is constructed for an analysis of the coupling level in this area and a modeling prediction. A comprehensive evaluation of the development level of Resources-Environment-Economy system and the subsystems in the Yellow River Basin is performed by combining the range change method and entropy weight method. Results:The result shows that despite the rising coupling level of resources, environment, and economy in the Yellow River Basin, the comprehensive evaluation value of the environment subsystem is low, which was merely 0.109 in 2017 and has remained unchanged between 2009 and 2017, resulting in a low coupling coordination degree of Resources-Environment-Economy. In 2017, the coupling coordination degree was only 0.454. The development was on the verge of imbalance and the high-quality coordinated development of the Yellow River Basin has been restricted. The simulated prediction indicates that the coordinated development of Resources-Environment-Economy in the Yellow River Basin can only be realized by overcoming the disadvantages of the ecological and economic systems. Conclusions:When the comprehensive evaluation value of environmental subsystem increases by 0.2 and that of economic subsystem increases by 0.1, all the systems are just coordinated; when the comprehensive evaluation value of each subsystem reaches 0.65, the development of the systems of Resources-Environment-Economy in the Yellow River Basin are well coordinated.

The Yellow River Basin is ecologically fragile, the relationship between water and sand is unbalanced and water resources are scarce. This paper takes the urban agglomerations in the Yellow River Basin as the research object, based on the guidelines for the coordinated promotion of ecological protection and high-quality development in the basin, and uses the entropy weight method and the coefficient of variation method as the means to establish a quantitative evaluation system for coordinated development. The degree of synergy is between ecological protection and high-quality development of the urban agglomerations from the time dimension and the space dimension, and we give the optimization directions. The results show that the degree of synergy among urban agglomerations in the river basin is steadily increasing, but there are significant spatial differences in the degree of coordination of ecological protection and high-quality development of the urban agglomerations and the development index of its subsystems. The degree of synergy generally presents a cascade distribution pattern that gradually decreases from east to west and from downstream to upstream. The ecological destruction, economic fluctuations and water waste of the river basin urban agglomeration are the main factors hindering the improvement of synergy.
