For transition economies, urban management processes are also in transition, which also means a situational opportunity to apply an integrated approach to the implementation of innovative projects, in which economic and political, as well as social, socio-cultural and environmental directions of development can receive a positive stimulus. Purpose of the study is to analyze the structure of participatory budgeting projects on the continuum “science and education – environment”, in accordance with the methodological approach to justify the innovative development of the city (based on helix-modeling). The paper has outlined an approach to activation the principles of sustainable and inclusive development at the local level, on the example of the participatory budget of Kyiv city in Ukraine. At the methodological level, the stages of the evolution of helix-modeling to the quintuple level have been analyzed in detail, the results of which are proposed to be implemented in accelerating the transformation of the projects structure aimed at the development of economic, social and environmental aspects of citizens life, namely in the fields of education, science, culture, sports, ecology, etc. Analysis of the change in the structure of participatory budgeting in Kyiv for the period 2017-2019 allows us to talk about the optimistic transition scenario of the city and the country in whole to the real pace of achievement the Sustainable Development Goals 2030. Strengthening the current positive changes with the help of state support, as well as ensuring a sufficient responsible investment, allows at a project level to succeed in improving the sustainability of the city.

There is much discussion regarding the Sustainable Development Goals’ (SDGs) capacity to promote inclusive development. While some argue that they represent an opportunity for collaborative goal-led and evidence-based governance, other voices express concerns as they perceive them as techno-managerial framework, that measures development according to quantitatively defined parameters and does not allow for local variation. We argue that the extent to which the positive or negative aspects of the SDGs prevail depends on the monitoring system’s ability to account for multiple and intersecting inequalities. Attention to the role of inequalities for SDG monitoring is of particular importance for SDG 11 due to the additional methodological challenge posed by the need for sub-nationally (urban) representative indicators – especially in cities with intra-urban inequalities related to socio-spatial variations among neighbourhoods. Investigating the extent to which its representativeness is vulnerable to inequalities we systematically analyse the current methodological proposals for the SDG 11 indicator framework. The outcome is a call for 1) a more explicit attention to intra-urban inequalities, 2) the development of a methodological approach to “recalibrate” the city-level indicators to account for the degree of intra-urban inequalities, and 3) an alignment between methodologies and data practices applied for monitoring SDG 11 and the extent of the underlying inequalities within the city that is being assessed. This would enable an informed decision regarding the trade-off in indicator representativeness between conventional data sources, such as censuses and household surveys, and emerging methods, such as participatory geospatial methods and citizen-generated data practices.

The city of Heidelberg has won twice the price of European Sustainable City Award. The paper presents the latest author’s investigation (July 2014) about the sustainable development in the Heidelberg. The aim of the article is an analyses and assessment of the implementation of sustainable development in the city. The policy and economical instruments implemented at the local level at the very early stage (early 90s) help the city to build ecological education and shape ecological style of life.. The city citizens have a very high level of ecological awareness and very often participate in policy decisions, shaping sustainable development goals of the Heidelberg. The main local priorities for sustainable development are: climate and environment protection, rising energy efficiency by using renewable energy sources, local heat district, ecological transport and building in passive standard.

Problem setting. Urban revitalization is a complex process of overcoming spatial, economic, social, cultural, ecological crisis phenomena of degraded urban territories functioning. Despite the growing attention in the development of urban policy on sustainable development, substantiation in this context of the goals and effective tools for revitalization of degraded urban areas remains an urgent task of theory and practice in public administration at the present stage. Recent research and publications analysis. Among native scientists engaged in research of various aspects in public management of sustainable territories development, it is necessary to point out: M. Averkin, V. Babayev, Z. Buryk, M. Voychuk, Z. Gerasimchuk, I. Degtyarev, V. Kuybid, O. Matveyev, O. Petroe, O. Sych, D. Tarasenko, V. Udovychenko, A. Chechel. In general, scientists have developed theoretical and methodological principles of the public policy impact on sustainable development in regions and cities. Highlighting previously unsettled parts of the general problem. However, the further development of the public administration science requires the disclosure of methodological tools for specific local policies to ensure sustainable development, particularly the revitalization of the city. This problem has not yet been covered in native science. The purpose of the article is to substantiate the goals and identify effective tools for sustainable development of the degraded territory, which should be used by urban governments in developing a policy of urban revitalization, based on the analysis of the evolution of the concept for world’s sustainable development. Since the end of the twentieth century the concept of sustainable development is reflected at the local level, emphasizing the responsibility of local authorities implementing its goals. In the adopted Agenda for the XXI century (2015) the territorial dimension of sustainable development was emphasized, particularly the importance of endogenous factors and mechanisms of development “from the bottom up”. At the same time, rapid urbanization in the world has highlighted the role of cities in which there is an urgent need to balance development. Thus, in economically developed countries, the revitalization of degraded urban areas is becoming widespread as an instrument of sustainable development policy at the local level. Given the inevitability of urbanization and the growing importance of cities in the global economy, for the first time a separate sustainable development goal – “11. Sustainable development of cities and communities” was identified. Therefore, the actions of public authorities should be aimed to ensure the openness, security and sustainability of cities. In turn, the revitalization of cities should contribute to the achievement of 11 global goals, as well as ensure the implementation of other goals of the Global Agenda. There are many tools to ensure the sustainable development of the degraded area in the process of the city revitalization. In countries, they differ according to their historical, legal, spatial and other conditions. Conclusions of the research and prospects for further studies. Local governments are key players in the implementation of the Global Agenda for Sustainable Development until 2030, including the Sustainable Development Goals. They must develop effective measures to address socially significant issues that hamper sustainable development, including overcoming the degradation of urban areas. The guidelines for the formation of the city’s revitalization policy should be 17 Sustainable Development Goals, as they contain the main tasks of economic, social and environmental nature for the territory development. All Sustainable Development Goals in the process of revitalization of degraded urban areas can be achieved using the following groups of tools: planning, support, market, financial, tax and other legal instruments. Further research should focus on the study of tools for public participation in the development of policies for the city revitalization, which in modern conditions belong to the basic methodological foundations of urban management.

In 2017, the United Nations adopted a global Sustainable Development Goals (SDG) indicator framework, calling on member countries to collect complementary national and regional indicators. Cities are crucial to channelling efforts towards sustainability through the use of these indicators. They provide an integrated approach to the city situation monitoring sustainability. However, more research is needed to understand how to adapt the goals, targets and indicators to specific municipal contexts. In 2020, the Spanish Sustainable Development Solutions Network launched the 2nd edition of the Spanish Cities Index. A set of 106 indicators allows for monitoring the implementation of the SDGs at the local level for Spanish cities. The objective is to perform a statistical audit to evaluate the consistency of the indicators and the impact of modelling assumptions on the result. The methodology used is an adaptation of the Handbook on Constructing Composite Indicator prepared by the European Commission. The indicator system is well balanced and covers the essential areas of the Sustainable Development Goals. The Spanish ranking is robust enough among the alternatives evaluated. However, some improvements are possible in the selection of indicators, e.g., removing redundant indicators and regional data. Finally, it is recommended to weigh goals based on municipal responsibility to adjust the results to the Spanish municipal context.

The global disconnect between the Sustainable Development Goals (SDGs) and the Convention on the Rights of the Child (CRC), has been described as ‘a missed opportunity’. Since devolution, the Welsh Government has actively pursued a ‘sustainable development’ and a ‘children’s rights’ agenda. However, until recently, these separate agendas also did not contribute to each other, although they culminated in two radical and innovative pieces of legislation; the Rights of Children and Young Persons (Wales) Measure (2013) and the Well-being and Future Generations (Wales) Act (2015). This article offers a case study that draws upon the SDGs and the CRC and considers how recent guidance to Welsh public bodies for implementation attempts to contribute to a more integrated approach. It suggests that successful integration requires recognition of the importance of including children in deliberative processes, using both formal mechanisms, such as local authority youth forums, pupil councils and a national youth parliament, and informal mechanisms, such as child-led research, that enable children to initiate and influence sustainable change.

With growing urbanisation the sustainability of cities has become increasingly important. Although cities have been using indicators for a long time it is only in the last decades that attempts have been made to collate indicators into sets that reflect the many different aspects required to assess the sustainability of a city. The aim of this paper is to review the evolution of indicators for monitoring sustainable urban development in order to understand how ‘new’ the indicators suggested by the UN Sustainable Development Goals (SDGs) are for cities and the challenges they may face in using them. The review reveals that previous indicator sets emphasised environmental sustainability, health and economic growth. It is also shown that indicator sets that pre-date the SDGs lacked dimensions such as gender equality and reduced inequalities. In all, the SDG indicators provide the possibility of a more balanced and integrated approach to urban sustainability monitoring. At the same time, further research is needed to understand how to adapt the SDGs, targets and indicators to specific urban contexts. Challenges of local application include their large number, their generic characteristics and the need to complement them with specific indicators that are more relevant at the city level.

<p><strong>Abstract.</strong> The 2030 Agenda for Sustainable Development or also known as the Sustainable Development Goals (SDGs) is the new global paradigm and blueprint to achieve a better and more sustainable future for all. To collectively achieve the SDGs, the global community agreed on 17 Goals as a baseline framework to measure and monitor its growth. How to measure and monitor development progress by countries has been a long-standing debate since the era of Millennium Development Goals (MDGs) in the 2000s but with the establishment of Inter-Agency and Expert Group on SDG Indicators (IAEG-SDGs), the SDGs have a clearer framework on how to monitor progress and the global community are grappling on how to effectively collect, analyse, visualise and report their successes.</p><p>Within the United Nations, there is the desire to elaborate collectively principles and tools on how best to report the SDGs at country and local level as its success lies in the ownership and accountability at all levels. The Secretary-General of the United Nations is looking into how technologies can accelerate the SDGs and to facilitate the alignments with the values enshrined in the United Nations Charter, the Universal Declaration of Human Rights, and the norms and standards of International Laws.</p><p>In this paradigm, what should be the role of cartographers and geospatial information management experts to ensure how maps and geospatial information can be effectively used by the global community to communicate their challenges and successes from planning to implementing, monitoring, analysing, visualising and reporting on sustainable development? This paper argues the importance of understanding the challenges, asking questions to the policy makers, sharing best practices and building a consensus on the issues surrounding the SDGs before demonstrating the diverse cartographic skills available to design and communicate the intended message better. Hence, the importance of context has never changed and provides the cartographic and geospatial information management community an opportunity to demonstrate the potential and to provide effective support through cartography for the accomplishment of the sustainable development agenda.</p>
