Becoming a normative power? China's Mekong agenda in the era of Xi Jinping

Abstract Maintaining robust diplomatic relationships with neighbouring countries in the Mekong region has become strategically critical to China. Since President Xi Jinping took office, China has been renovating normative power in the Mekong region, endeavouring to socialize the Mekong countries into accepting normative Chinese concepts, such as ‘community of shared destiny’, by mobilizing and reconfiguring their material and normative recourses. This article argues that China's normative power stems from two primary mechanisms: 1) an organized, top-down diffusion driven by political elites, involving inter-governmental dialogues, socialization via bilateral and multilateral cooperation mechanisms, and negotiations with countries co-opted into China-led connectivity and infrastructure initiatives; 2) a bottom-up diffusion of ideas from practices (i.e. exchange of goods, trade, aid) and the physical presence of China in the Mekong region, exemplified by the massive scale of infrastructurewidely constructed in the region. Taken together, China's expanded normative engagement in the Mekong subregion is comprised of multiple, oscillating modes of normative production that have been ‘synchronized’ across riparian countries with varied geoeconomic and geopolitical circumstances. Our findings suggest that while normative Chinese discourses have been accepted by the ruling classes of certain Mekong countries, China's attempts to build normative power have been largely shunned by the civil societies in the region.

Conspiracy theories are not fringe ideas, tucked neatly away in the dark corners of society. They are politically, economically, and socially relevant to all of us. They are intertwined with our everyday lives in countless ways. Just like other ideas, they have consequences which can sometimes be deadly. Conspiracy theories can also encourage good behavior and uncover wrongdoing. Beyond shaping the composition and nature of governments through democratic processes, conspiracy theories exert a profound effect on policy choices. Sometimes this is a top-down process by which political elites use conspiracy rhetoric to justify or propagate particular policies; in other instances conspiracy theories can percolate from the bottom up, and affect policy through direct democracy or by influencing the actions of otherwise nonconspiratorial elites. Conspiracy theories are often discussed, but much less understood. What do we know about conspiracy theories and what answers continue to elude us? What makes conspiracy theories so important now?

This chapter describes the Swiss political system and adopts an issue attention approach to explore one of its defining institutions: direct democracy. By means of referenda and popular initiatives, voters regularly decide on the continuity and change of policies. Welfare and education (27%) and environment, energy, and transportation (21%) account for almost half of all the votes during the period 1990–2014. The direct democracy venue is often activated as a result of citizens’ pressure (“bottom-up”). However, the majority of these bottom-up proposals are refused by voters. Policy change through direct democracy occurs more frequently in a “top-down” manner, when political elites are required by constitutional rules to put the fate of some of their most important decisions to the ballot box.

Humanisme religius telah mengantarkan pada era kesadaran bahwa peradaban manusia harus memiliki dua arus yang saling menunjang. Selama ini arus balik dalam bidang ekonomi hanya menonjolkan arus balik vertikal atas kebawah (model top down) yang didominasi oleh sistem ekonomi kapitalis dan sosialis, sedangkan di sisi lain mengesampingkan arus balik vertikal dari bawah ke atas (model bottom up) yang didominasi oleh sistem ekonomi syariah, sehingga dampaknya adalah adanya kesenjangan ekonomi yang sangat tajam. Paper ini mewujudkan peran penting, yakni menghubungkan dua arus tersebut secara timbal-balik, yakni mempertemukan arus pertama dengan arus balik kedua, sehingga akan menghasilkan dampak yang positif, progresif, kreatif dan produktif, kemudian pada akhirnya akan dapat meng-optomal-kan ekonomi syariah untuk menciptakan goodgovernance, post goodgovernance secara berkelanjutan, tentunya dengan bantuan peran media kontemporer yang kian update. Ekonomi syariah juga merupakan pilar dan nilai dasar, dari sikap keyakinan dan sikap rasionalitas untuk sanggup menciptakan terwujudnya pemberdayaan dan kesejahteraan sekaligus pengentasan kemiskinan dalam masyarakat di Indonesia.
