Prioritization of equipment is an important factor for decision making to optimize maintenance management in Reliability Centered Maintenance (RCM). Many factors must be considered as part of the prioritization of equipment for maintenance activities. Consequently, evaluation procedures involve several objectives and it is often necessary to compromise among conflicting tangible and intangible factors. Multiple Criteria Decision Making (MCDM) is a useful approach to solve these problems. In this study, a hybrid model is developed for prioritizing the equipment in hybrid flow systems. The first stage involves identifying the criteria. The second stage is prioritizing the different criteria using fuzzy Analytical Network Process (ANP), in which the weight of each criterion is calculated using modified fuzzy Logarithmic Least Square Method (LLSM) to overcome the criticism of inconsistency, unbalanced scale of judgments, uncertainty and imprecision in the pair-wise comparison process, then finally ranking of equipment using fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS).

Location selection is a critical problem for businesses that can determine the success of an organization. Selecting the optimal location from a pool of alternatives belongs to a multiple criteria decision making (MCDM) problem. This study employed a hybrid MCDM technique to select locations for women’s fitness centers in Taiwan. In the beginning, the fuzzy Delphi method was utilized to obtain selection criteria from interviewed senior executives. In the second stage, the decision making trial and evaluation laboratory (DEMATEL) was employed to extract interdependencies between the selection criteria within each perspective. On the basis of interdependencies between the selection criteria, the analytic network process (ANP) was used to get respective weights of each criterion. Finally, the technique for order preference by similarity to ideal solution (TOPSIS) was ranking the alternatives. To demonstrate application of the proposed model and illustrate a location selection problem, a case was conducted. The capabilities and effectiveness of the proposed model are revealed.

Recently, some appalling events have attracted wide attention, such as the RYB (Red, Yellow and Blue) child abuse incident, the killing of stewardesses by online car-hailing, and the swine fever epidemic. With the development of mobile Internet, Microblog has accelerated the spread of emergencies. Diffusion behavior is affected by different motivations, and motivation theory declared that internal and external motivations are the direct influencing factors of users’ behavioral intention. Therefore, this study uses a hybrid multiple-criteria decision-making (MCDM) technique, combining the decision-making trial and evaluation laboratory (DEMATEL) and analytical network process (ANP) to identify the key factors influencing user’s diffusion behaviors in emergencies. According to the results of empirical study, perceived usefulness, perceived emotionality, perceived accessibility, information timeliness, and information authoritativeness are identified as the key factors influencing user’s diffusion behaviors. Finally, we propose some managerial suggestions to help stakeholders control online public opinion effectively.

With the dawn of economic globalization and the knowledge economy, intellectual capital has become the most important factor to determine economic growth. However, due to resource endowment, location conditions, policy differences, and other factors, provinces in China show sizeable differences in regional intellectual capital (RIC), which affects the coordinated development of the regional economy. Evaluating RIC is a typical multiple-criteria decision-making (MCDM) problem. Therefore, this study employs a set of MCDM techniques to solve this problem. First, the Delphi method is used to determine the formal decision structure based on a systematic literature review. A novel hybrid method, namely, the Grey-based Decision-Making Trial and Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP), i.e., GDANP, is employed to obtain the relative weight of each criterion. Finally, based on the data of 31 provinces in China, the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) is used to evaluate the RIC. According to the questionnaires filled out by an expert panel, we establish an evaluation index of RIC with 21 criteria. Based on the results of empirical study, the level of RIC in different regions in China is quite different. Furthermore, the RIC ranking is largely consistent with the provincial gross domestic product (GDP) ranking, in line with the current status of development in the regions. Indeed, this paper shows that the proposed hybrid method can effectively measure the level of RIC.

The prioritization of E-Learning setup decision is a complex decision-making problem. The purpose of the paper is to show how to include corporate strategy in the decision-making process and use the Analytic Network Process as a multiple criteria decision-making methodology which can be used in solving E-Learning setup selection problems. In this method, relevant criteria affecting setup are split into three categories: economic criteria, cost criteria and risk criteria. Due to the interdependency between these criteria, ANP was used to generalize analytic hierarchical process by considering the interdependencies among factor. Finally, in order to show the applicability of the propose structure in practice, the structure is implemented to choose the best E-Learning setup policy among three aforementioned strategies in the real case company. The environment in which the decision-making process takes place is often characterized by uncertainty and vagueness and, because of that, sometimes it is very hard to express the criteria weights with crisp numbers. Therefore, the application of the Grey System Theory, i.e., grey numbers, in this case, is very convenient when it comes to determination of the criteria weights with partially known information. Besides, the criteria weights have a significant role in the multiple criteria decision-making process. Many ordinary multiple criteria decision-making methods are adapted for using grey numbers, and this is the case in this article as well. A new grey extension of the certain multiple criteria decision-making methods for the determination of the criteria weights is proposed. Therefore, the article aims to propose a new extension of the Step-wise Weight Assessment Ratio Analysis (SWARA) and PIvot Pairwise Relative Criteria Importance Assessment (PIPRECIA) methods adapted for group decision-making. In the proposed approach, attitudes of decision-makers are transformed into grey group attitudes, which allows taking advantage of the benefit that grey numbers provide over crisp numbers. The main advantage of the proposed approach in relation to the use of crisp numbers is the ability to conduct different analyses, i.e., considering different scenarios, such as pessimistic, optimistic, and so on. By varying the value of the whitening coefficient, different weights of the criteria can be obtained, and it should be emphasized that this approach gives the same weights as in the case of crisp numbers when the whitening coefficient has a value of 0.5. In addition, in this approach, the grey number was formed based on the median value of collected responses because it better maintains the deviation from the normal distribution of the collected responses. The application of the proposed approach was considered through two numerical illustrations, based on which appropriate conclusions were drawn.
