Vehicle License plate recognition system includes license plate location, character segmentation, character recognition three important aspects. Image Processing is the VLPRS is one of the three key technologies, this gray-scale transformation of the image, contrast enhancement, image smoothing, edge detection, binarization and other methods were discussed and studied through the Image Processing technology to improve image Quality, strengthen the image area. Experimental results show that this treatment method is simple, real time, dealing with the right rate to achieve a practical standard.

In order to solve the problem of low accuracy and slow speed in vehicle license plate recognition, a method of number-plate recognition using template matching is proposed. It can effectively recognize low quality and fuzzy number-plate image in real system .The accuracy is 95%, and the recognition time is close to 0.14s.

Image processing-based vehicle recognition is one of the important research fields in ITS. The existing methods are all based on license plate recognition and car shape recognition. Their common problem is algorithm stability. And the license plates are easy to be changed. All information about vehicles should be used to recognize them reliably. A problem to be solved is to find a method to recognize vehicles besides license plate recognition and vehicle model recognition. Vehicle license plate location and character segmentation are critical steps in the license plate recognition system, and yet there are difficult problems to be solved.
