This paper presents a false data injection attack against AC state estimation in distribution system. Such attack is called net local load redistribution attacks (NRLA) which is aimed at misleading the distribution system operator to observe illusory under-voltage issues in the AC state estimation. The attack vector is constructed with only local network information.<br>

Abstract: Network information communication technology in power systems is the key to ensuring the safe and efficient operation of power grids. The network information communication technology itself has advantages in automation operation and information transmission, thus is widely applied to the power system. In the case of ensuring that the power system is compatible with the network information communication technology, the control of the power system can be strengthened, and the operational efficiency of the power system can be improved. Studying the information security of power systems, how to protect the power information network from threats, how to ensure the safe and stable supply of electricity to the whole society, and striving to develop a safe and effective power network information system is an important issue facing the development of information technology.
